7 <br /> Board of Selectmen <br /> Minutes <br /> June 29, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Department of Public Works Director Catherine Laurent: <br /> Discussion and Approval of Route 151 Improvement Project: Encroachments (Private Signs, <br /> Lighting etc.): (continued) <br /> Motion made by Selectman Sherman to authorize the issuance of a License to Enter and Use <br /> Real Property of the Town of Mashpee for the encroachments within the public highway <br /> identified as Nathan Ellis Highway, Route 151, Mashpee with the provision if the Town needs <br /> the right-of-way in the future, the encroachment(s)would be required to be removed at the <br /> cost/risk of the licensee and further, adopt the DPW Director's recommendation to require the <br /> property owner to remove and relocate the encroachments by April 1, 2021, to a new location <br /> as reviewed and agreed to by the Town. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> For clarification it was noted there should not be any misunderstanding between the policy of the <br /> Board of Selectmen regarding signage in the right-of-way and the Zoning Bylaw. <br /> Discussion and Approval of Change of Scope of Route 151 Corridor Improvement Project: <br /> Catherine Laurent, Director of Public Works discussed a possible change of scope regarding the <br /> Route 151 Corridor project with the Board of Selectmen. Since the design of the project in 2013, the <br /> project scope has changed as a result of amended requirements from the Federal Highway <br /> Administration and the MassDOT. The changes have resulted in a significant cost increase. <br /> The project is currently projected to cost$21 million. With contingencies and the new estimate, the <br /> total project is estimated to cost $32.5 million. Construction is funded through state and federal <br /> funds. The total annual Transportation Improvement Plan (TIP) funding for Cape Cod road projects <br /> is approximately $11-12 million. To allow for the funding of road projects in other Cape towns the <br /> TIP funding for the Mashpee Route 151 Corridor Improvement project is spread over three years. <br /> MassDOT has notified the Town that additional funding is not available. The Town is thus required <br /> to reduce project construction costs by approximately $11 million. <br /> The only option to achieve meaningful reductions is to reduce the project limits. Options under <br /> consideration include reducing the limit to the Frank Hicks Drive/Jobs Fishing Road intersection <br /> ($2.5m. savings) and reducing the limit to James Circle ($1.75m. savings). Additional considerations <br /> include improving the signal at Jobs Fishing Road, but stopping the project beyond the signal to the <br /> rotary, as there is potential for a future DOT project (rotary) to incorporate the changes considered for <br /> reduction. The project with reductions will remain an important improvement for the Town. <br />
