Mr. Harrington commented that complaints are down, and most of the recent ones were mask- <br /> related. He advised the Board that the schools had gathered information on all the available types <br /> of wipes for cleaning, and decided on the hydrogen peroxide based wipes. <br /> NEW BUSINESS <br /> 1. Review and approval of meeting minutes. The minutes of the July 16, 2020 public session were <br /> reviewed, but the minutes of the August 20, 2020 meeting were not yet available. <br /> There being no comments or revisions,Veronica Warden moved to approve the minutes of the <br /> July 16, 2020 public session meeting. Motion seconded by Brian Baumgaertel. Roll call vote: <br /> Brian Baumgaertel(yes);Veronica Warden(yes). VOTE: Unanimous (2-0). <br /> 2. Sign expense warrants. It was understood that expense warrants would have to be signed <br /> outside of the meeting,due to there being no Board members physically present. <br /> 3. Review of request for Title V variances—29 Seconsett Point Road. Mr. Harrington commented <br /> that this proposal includes a tear down/rebuild of the dwelling. A garage is proposed with rooms <br /> above. The new dwelling is proposed to be 6'from the existing septic tank,so a variance is sought <br /> for not providing the required 10'. Additional leaching is proposed to be added to the existing soil <br /> absorption system (SAS) to get a five-bedroom capacity. A reserve area is also shown on the <br /> proposed plan. The existing SAS consists of plastic chambers, and hi-capacity infiltrators without <br /> stone. That SAS without stone cannot withstand vehicle loading. Mr. Harrington stated that he <br /> had made engineer aware of his comments. <br /> Michael Borselli of Falmouth Engineering introduced himself for the record as representing the <br /> applicant, William Humphrey,who was also dialed in virtually. He stated that the Conservation <br /> Commission had approved the tear down/rebuild. He shared the plans with the Board, noting <br /> that the footprint of the proposed house is slightly different. The applicant was seeking relief <br /> from the setback to the slab foundation. Without that variance, the tank would have to be <br /> excavated and shifted four feet. Mr. Borselli stated that mitigation was being provided in the <br /> form of a waterproof membrane around the foundation in areas that are less than 10'. The room <br /> over the garage would be a potential fifth bedroom, and the existing system is just shy of the <br /> required 5-bedroom capacity, so the applicant was proposing to add one foot of crushed stone <br /> on the end. The owner installed a geo-grid over the top of the SAS, and Mr. Borselli stated that <br /> the applicant is confident it is more than adequate for H-20 loading. Mr. Harrington commented <br /> that regular cars are not the issue; it is the odd oil truck or moving truck that is the potential <br /> problem. <br /> Mr. Harrington stated that, per the manufacturer of the geo-grid, the system should have been <br /> installed with stone in order to withstand vehicle loading. According to Mr. Harrington,the stone <br /> needs to go 6" over the top of the chambers, and then the geo-grid gets installed. Chair <br /> Baumgaertel asked if the geo-grid modification to the system was permitted by the Board of <br /> Health, and Mr. Harrington answered that, to the best of his knowledge, it was not part of the <br /> system installation. Mr. Borselli stated that the proposed driveway is generally in the same <br /> location as the existing driveway. <br /> Chair Baumgaertel asked if the chambers been scoped, stating that a problem might not be <br /> immediately obvious on the surface. Mr. Harrington answered that the system will require a full <br /> inspection because of the new footprint on the house. Ms. Warden noted that, in the old plan, <br /> 2 <br />
