*DRAFT* BOARD OF SELECTMEN MINUTES 3-16-2020 REGULAR SESSION 10 <br /> Board of Selectmen <br /> Minutes <br /> March 16, 2020 <br /> NEW BUSINESS <br /> Discussion of COVID-19 Virus Conti n enc Planning: (continued) <br /> Town Manager's Update--Mashpee Coronavirus Response,, (continued) <br /> The timeline of information included the notification regarding the closure of all Mashpee Public <br /> Schools and the Governor's extension of the School closings until April 7, 2020. <br /> The Mashpee Town Hall has been closed to the public on this date, March 16, 2020. The Mashpee <br /> Town Mali remains operational without public access. <br /> It was announced that taxes can be paid online, mailed or placed in the mailbox at the Mashpee <br /> Town Hall. The due date for the payment of excise and motor vehicle tax has been extended to <br /> April 9, 2020. Information with respect to this regard shall be posted on the Town's web site: <br /> www.mash eema, ov. <br /> To limit potential risk and to remain consistent with the Governor's emergency declaration the <br /> Board of Selectmen agreed to the following policy; <br /> • Regulatory Boards should limit meetings to time sensitive and required agenda items. <br /> • Regulatory Board meetings must comply with the Open Meeting Law, but shall take the <br /> following steps to use the temporary authorization provided by the emergency declaration; <br /> Meetings will be posted as normal and the posting will note that the meeting: <br /> is closed to the public <br /> available for viewing live on MTV <br /> public comment on agenda items required to allow public input will be <br /> accommodated through an open conference call phone line that is listed <br /> on the agenda. The Board chair shall ask if there is a public comment on <br /> any agenda item that requires the opportunity for public comment. <br /> • Pursuant to the emergency declaration the requirement that a quorum of the Board be <br /> physically present for the Board to conduct business is waived and any or all of the Board <br /> members may participate in the meeting remotely. Regardless of the degree of remote <br /> participation the public must have access to the meeting as provided above. In the extreme, <br /> if all members are participating on a conference call line that line must be open to the general <br /> public. There is no change to the existing limits on deliberations being prohibited unless in a <br /> property posted public meeting. <br /> • Non-regulatory and advisory boards should refrain from meeting until further notice. <br /> Regulatory Boards include; Planning Board, Conservation, Board of Health, Sewer Commission, <br /> and Board of Assessors. <br />
