SESSION 5 <br /> Board of Selectmen <br /> Minutes <br /> March 16, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Presentation on Mqy 4 2020 Petition Article; Ban of Sale of Sin le Use Plastic Beverage <br /> Containers: Virginia S charfenb er Deferred <br /> Correspondence was received from Virginia Scharfenberg dated March 16, 2.020, citizen petitioner <br /> for the proposed Municipal Plastic Bottle Ban on the May 4, 2020 Annual Town Meeting warrant. <br /> Discussion and A roval of Short Term Rental Fees; Health Agent Glen Harrington., <br /> Glenn Harrington, Health Agent was in attendance to discuss the proposed fee structure for short- <br /> term rentals. The Rental Bylaw approved by a vote of Town Meeting was brought forth to bring <br /> the on-line vacation rental properties into similar compliance.with motels that already receive <br /> permitting from the Board of Health. The Bylaw authorized the Board of Health as the registering, <br /> inspecting and certificate issuing authority to short-term rentals. <br /> It is anticipated the new Compliance officer would begin duties on April 1, 2020. <br /> After reviewing factors associated to.the fee structure as well as Public Hearings, the Board of <br /> Health has recommended a$100 fee be imposed for a single unit which includes single family <br /> home rentals and a$300 fee for multiple unit rental properties, the same fee enforced for motels. <br /> The $100/$300 fee structure has been in place and utilized for many years by the Board of Health. <br /> The average per night rental fee is $3 50. <br /> As an option the $300 fee could be applied to all properties for the first year only with the renewal <br /> set at$100. For justification, renewals are generally seamless, and inspections are lesser in duration <br /> due to the general knowledge of the property. <br /> There is concern with respect to timeshare properties such as Seamist. If the fee is <br /> a on charged per <br /> g <br /> room basis, the cost would be approximately $4,600 per year. A separate fee structure or a one- <br /> time annual fee of$300 may be more reasonable for timeshare properties such as Seamist as the <br /> rented units are the only units required to be inspected, workforce housing and sober houses are <br /> exempt from this tax. <br /> .In discussing this matter it was agreed there is a need for transparency, and to further define the <br /> categories establishing a fee for each category. The definition of categories and fee structure should <br /> be a clearly defined to eliminate misperception. <br /> There are approximately 600 short-term rentals in the Town of Mashpee.
