*DRAFT* BOARD OF SELECTMEN MINUTES 3-16-2020 REGULAR SESSION 7 <br /> Board of Selectmen <br /> Minutes <br /> March 16, 2020 <br /> NEW BUSINESS <br /> Convene Joint Meeting with the Finance Committee: Deferred. <br /> Discussion and A royal of Addition of the Followin Articles to the Ma 4 2020 Town Meeting <br /> ....................... <br /> Warrant: <br /> Upgrade Position of Part-Time Clerk to Full-Time Administrative Secretar in the Town Clerk's <br /> office: <br /> An article was received from the Town Clerk requesting to convert a part-time position to full-time <br /> to maintain the high level of service in the Town Clerk's Department. There have been no changes <br /> .in personnel since 1995. In the past 22 years, the Town has grown from 6,800 to 14,250 residents. <br /> Town Manager Rodney C. Collins reviewed the position request in detail with the Town Clerk and <br /> recommend approval as the workload justifies the need for this position. <br /> Motion made by Selectman Sherman to include the Town Clerk Position Upgrade Article on <br /> the Annual Town Meeting warrant. <br /> Motion seconded by Selectman Cotton, <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara, yes <br /> Selectman Sherman,yes Selectman Weeden,yes opposed, none <br /> Motion made by Selectman Sherman to recommend the Town Clerk Position Upgrade Article <br /> on the Annual Town Meeting warrant. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes opposed, none <br /> Four 4 Revised Solar Zonin Articles: <br /> The proposed Solar Zoning Articles were reviewed with the Town Planner, IT Director and with <br /> Town Counsel regarding the need to amend the zoning bylaws and definitions to the regulations of <br /> solar energy systems. <br /> There is a current zoning bylaw in place that limits the development of ground-mounted solar arrays <br /> to the Town's Industrial Districts. The Town may include a provision to enable small scale solar <br /> energy systems as an accessory use in all zoning districts which may include residential areas an <br /> addition to their home. <br /> It was agreed the Board would advise the Planning Board, the Board of Selectmen is inclined to <br /> support this provision and would act at the next Selectmen's Meeting after receiving a <br /> recommendation. <br />
