3 Finance Committee Minutes September 17, 2020 Present: Jeffrey Pettengill, Gregory McKelvey, Darlene Furbush, Mike Richardson, Pat Brady Town Manager Rodney C. Collins Assistant Town Manager Wayne E. Taylor Absent: John Miller Meeting Called to Order by Chairman Pettengill at 6:30 p.m. Mashpee Town Hall, Waquoit Meeting Room PUBLIC COMMENT Matthew Haney, trustee of the Gooseberry Island Trust made comment on the Board of Selectmen's recent action; 4-1 to recommend a Town Meeting article to acquire Gooseberry Island by gift,purchase and/or eminent domain taking. The property is a 3.8 acres island located in Popponesset Bay off Punkhorn Point between Popponesset Bay and the mouth of the Mashpee River. The article seeks to acquire the property for open space, conservation and passive recreation purposes. The lands would be required to be permanently restricted limiting the use of open space and natural resources for protection purposes. Mr. Haney indicated if Town Meeting voted to acquire the property, the Trust would expect to be highly compensated for the value of the land. If the acquisition moves forward it is expected the Town would determine the best use for the public island which is currently only accessible by boat. Mr. Haney noted that such matters are settled by the purchase or conveyance, and the Town is not acting in bad faith to bring this issue to Town Meeting. MINUTES Thursday, September 3, 2020: Motion made by Mr. Brady to approve the minutes of Thursday, September 3, 2020 as presented. Motion seconded by Mrs. Furbush. VOTE: Unanimous. 4-0.
