3 <br /> Finance Committee <br /> Minutes <br /> March 25, 2020 <br /> OLD BUSINESS <br /> Continue discussion and votes on the May 4 2020 Town Meeting Warrant: <br /> Special Town Meeting Warrant: <br /> Article 1: To appropriate funds to the Snow& Ice Account: <br /> The amount is to be determined, and may not be required. The article was held and would be <br /> recommended or indefinitely postponed by the.Board of Selectmen at Town Meeting. <br /> Article 9: CPC—To Purchase the Chopchaque Bog Property: <br /> The sum, to be determined shall not exceed $675,000 to purchase an active cranberry bog, 11.71 <br /> acres and surrounding upland properties; 13.98 acres total for freshwater wetland restoration and <br /> water quality improvement to Santuit Pond. The CPC has authorized the Town Manager to <br /> negotiate a price for the purchase and an appraisal of value is forthcoming. The cost will be <br /> presented to the voters at Town Meeting. <br /> Article 10: Shellfish Upweller Floats, Engineering, Permitting: <br /> The Finance Committee held Article 10 to obtain further clarification regarding the intent and <br /> actual cost estimate of the project. The floats are planned to be constructed at the Ockway Bay <br /> Landing Town Dock to grow shellfish seed for the implementation of the shellfish component of <br /> the Comprehensive Watershed Nitrogen Management Plan for water quality restoration. <br /> This article was held in conjunction with Article 2, Line Item 33 (DNR Expense Budget) of the <br /> Annual Town Meeting warrant as the upweller float project was initially considered to be funded <br /> by the Department of Natural Resources Expense budget. <br /> Wayne E. Taylor, Assistant Town Manager was in attendance to review the project proposal with <br /> the Finance Committee. A true cost estimate in the amount of$62,300 was secured from <br /> vendors for the construction of(2) upweller floats. The project includes engineering, permitting, <br /> the installation of electricity and water on the floats and added pilings. The upweller project is <br /> advantageous in the remediation process. <br />
