6 <br /> Finance Committee <br /> Minutes <br /> March 25, 2020 <br /> Continue discussion and votes on the May 4, 2020 Town Meeting Warrant: <br /> Annual Town Meeting Warrant: <br /> At 8: To establish the Municipal Water Infrastructure Investment Fund: <br /> The article would impose a water infrastructure surcharge on real property at the rate of 2% to <br /> commence in Fiscal Year 2021 effective July 1, 2020. <br /> Article 9: To reduce the Annual CPC Surcharge from 3%to 2%: <br /> The 1%reduction would be used to offset the WIIF by 1%. In accordance with CPC mandates, <br /> the reduction would take effect in Fiscal Year 2022, effective July 1, 2021. <br /> Discussion followed regarding the discrepancy of the effective dates proposed for Article 8 & 9. <br /> As discussion continued on the proposed articles, it was determined that both articles also require <br /> a ballot election. Due to posting requirements for the proposed CPC reduction, the ballot <br /> questions are planned to be included in the November 3, 2020 Election ballot. <br /> The Finance Committee agreed to include language regarding the ballot question requirements in <br /> the explanation of Articles 8 & 9, and request clarity regarding the effective date for correctness. <br /> Articles 8 & 9 will not impact the FY2021 budget. <br /> Articles 31 —35: New Solar Zoning Bylaw Articles: Approved by Board of Selectmen. <br /> Article 31: Small Scale Ground Mounted Solar Arrays, Table of Use, Regulations: <br /> Motion made by Mr. Miller to approve and recommend ATM Article 31. <br /> Motion seconded by Mr. McCahill. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McCahill,yes <br /> Mrs. Furbush,yes Mr. Miller,yes Opposed, none <br /> Article 32: <br /> Motion made by Mr. Miller to approve and recommend ATM Article 32. <br /> Motion seconded by Mr. McCahill. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McCahill,yes <br /> Mrs. Furbush,yes Mr. Miller,yes Opposed, none <br />
