Page 6 <br /> Submitted by the Community Preservation Committee <br /> The Community Preservation-Committee recommends approval of Article 9 by a vote of 9-0. <br /> Explanation: The goal of thin project is to purchase a privately-owned 11.71-acre active cranberry <br /> bog with a- 43'x3O' barn adjacent to Santuit Pond. The project includes-the purchase of several <br /> surrounding upland properties to encompass a total of 13.98 acres. <br /> The project is proposed to restore the bog to natural wetlands to improve water quality in Santuit <br /> Pond through freshwater restoration. The bogs would assist to capture phosphorus within Santuit <br /> Pond and mitigate nitrogen in the groundwater to diminish loading in Shoestring Bay. Theproject <br /> would also create wildlife habit-at an'd provide open space for passive recreation. Approval of the <br /> bog property and upland parcels would eliminate development and create a contiguous 20-acre <br /> corridor of open space. Best management practices would be implemented to prevent any adverse <br /> impact to the river herring. <br /> The Board of Selectmen will make a recommendation on Article-9 at Town Meeting <br /> The Finance Committee will -make a recommendation on Article 9 at Town Meeting <br /> Stand Alone Article <br /> Article 12 (Fin-Corn Report Page 12-13) <br /> To see if the Town will vote to appropriate and transfer the sum Of$150,000 from revenue available <br /> for appropriation to the Board of Health Nuisance Remediation expense account. <br /> Submitted by the Board of Health <br /> Explanation: On October 15,. 2019, the Board of Health issued an Order pursuant to the Board of <br /> Health Nuisance Regulation Part dill Section 5.00 and G.L. c. 111; §123 that Cabral Container <br /> commence abatement of the nuisance violation of the accumulated refuse located at 81 Echo Road, <br /> Mashpee,. MA within thirty(30)days from the date of said notice was received. No action complying <br /> with the Board's,Order has been undertaken to date.- Pursuant to the provisions of G.L. c. 111, §125, <br /> which authorizes local boards of'health to "cause,[a] nuisance, source of filth or cause of sickness to <br /> be removed" upon the property owner's failure to comply with an order that he or she do so, the <br /> Board proposes to proceed with the demolition/ removal of the nuisance as the most reasonable <br /> and expeditious course of action to abate the nuisance conditions caused by this substantially abused <br /> and neglected property. All costs and expenses incurred by the Town in this regard shall -constitute a <br /> debt owed to the Town upon the. rendering of an account therefor, and shall be recoverable in an <br /> action of contract or by real property lien proceedings pursuant to,M.G.L. c. 139. §3A. This action <br /> was deemed necessary by the Board due to the nuisance conditions and persistent refusal to address <br /> the same within the timeframes previously ordered. <br /> The Board of Selectmen recommends approval of Article 12 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 12 by a vote of 4-2 <br /> THIS CONCLUDES THE BUSINESS OF THE SPECIAL TOWN MEETING <br />
