Page 22 <br /> Article 9 (Fin-Coat Report Page 24-25) <br /> To see if the Town will,vote-to amend its acceptance of the Massachusetts Community Preservation <br /> Act (General Laws Chapter 44B, Sections 3-7) by reducing the annual surcharge imposed on real <br /> property in the Town for Chapter 44B purposes from the rate of three percent (3%) to the rate of <br /> two per cent (A) of th,e real estate tax levy against said property; said reduction to take effect in <br /> Fiscal Year 2022, effective July 1, 2021; or take any other action,relating thereto' <br /> Submitted by the Board of Selectmen <br /> Explanation: This Article proposes an amendment to the Town of Mashpee's acceptance of <br /> Massachusetts General Laws Chapter 44B, §§ 3-7, also-known as the Community Preservation Act <br /> (the "Act"),, by decreasing the surcharge imposed on real property from three percent (3%) to two <br /> percent (2%) of the tax levy, as determined annually by the Board of Assessors. The Act allows <br /> municipalities to Impose a surcharge on real property to establish a dedicated source of funds for: <br /> the acquisition, creation and preservation of open 'space; for the acquisition, preservation, <br /> rehabilitation and restoration of historic resources; for the acquisition, preservation, rehabilitation <br /> ,and restoration of land for recreational use; for the acquisition, creation,-preservation, and support <br /> of community housing; and for the rehabilitation or restoration of open space and community <br /> housing that is acquired or created-with Community Preservation Funds. <br /> The Board of Selectmen recommends approval of Article 9 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 9 by a vote of 6-0 <br /> Group#4 Annual Town Meeting(Articles 10,, 11, 12,0 13,1 14.v 15) <br /> Article 10(Fin-Com Report Page 25) <br /> To see if the Town will v' ote toappropriate and transfer the sum of$109,500 from revenue available <br /> for appropriation to fund the Personnel Administration Plan (P.A.P.) Appendix B and Appendix C <br /> employees, including the Plumbing and Wiring Inspectors, effective July 1, 2020, with said funds to <br /> be distributed to various salary line items by the Town Accountant, or take any other action relating <br /> thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article will fund the adjustments to the Personnel Administration Plan for Fiscal <br /> Year 2021. <br /> The Board of Selectmen recommends approval of Article 10 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 10 by a vote of 5-1 <br /> Article 11 (Fin-Com Report Page 25-26) <br /> C <br /> To see if the Town will vote to appropriate and transfer the sum of. 200, B from revenue available <br /> for appropriation to fund the -Mashpee Permanent Fire Fighters Association, International <br /> Association of Fire Fighters (IAFF) Local 2519, effective July 1, 2020,-with said funds to be distributed <br /> to various salary line items by the Town Accountant, or take any other action relating thereto. <br /> Submitted by the Board Of Selectmen <br />
