Wampanoag Village,Update on Project SHI Status-It was reported that 28 units had
been constructed at Wampanoag Village. Effort was being made regarding whether the units
could be added to Mashpee's SHI with DHCD. Mr. Lehrer confirmed that he had not yet heard
back from the Director of Housing at the Tribe regarding the status of the request. Mr. Lehrer
stated that it had been recommended that the Town and Tribe work together to request that the
units be counted toward Mashpee's SHI. DHCD has suggested that there was a lack of clarity so
a request to include the units should be submitted in writing to DHCD so that a decision could be
made. It was the Town's opinion that the request should come from the Tribe as it was not a
Town project. Mr. Lehrer would follow up with the Tribe to make contact and encourage
collaboration with the Town.
Habitat for Humanity, Status of Degrass & Great Neck Road N-It was reported that
homeowners had been selected for the three Habitat homes. There was now a total of more than
20 Habitat homes located in Mashpee. The Chair would invite Elizabeth Wade to attend a future
meeting for an update. Mr. Lehrer noted that there were some minor legal matters still to be
addressed with 12 Cypress Circle as a potential future site for Habitat.
Commercial Street-Regarding potential development at Commercial Street, Mr. Lehrer
confirmed that the Board of Selectmen had expressed interest in developing an RFP for the site
but deliberation on the matter had been difficult due to the Pandemic. Feasibility of the site was
needed.
243 Cotuit Road, Proposed Construction of 13 Affordable Rental Units-No
discussion
NEW BUSINESS
Affordable Housing Production Plan (AHPP)-Mr. Lehrer reported that the Planning
Board had initiated an update to the Comprehensive Plan, starting with an updated survey to
identify community needs and interests. The Pandemic has halted the process, but the Town has
authorized$150,000 towards the update of the Comprehensive Plan. Discussion has begun again
with the Planning Board to assess the opportunity to connect and engage with the community.
The Housing Production Plan was last approved in 2015 and required a 5-year update and
submitted to the Department of Housing and Community Development. Data was needed from
the upcoming census, therefore a less comprehensive update would be submitted with necessary
updated information in order to meet the deadline, and a more comprehensive update could be
submitted after acquiring census data. The Chair confirmed that a minimal update was
acceptable by DHCD while awaiting more comprehensive information from the census.
Regarding the timeline, Mr. Lehrer stated that the Local Comprehensive Plan was a lengthy
process, which would need to be approved by the Cape Cod Commission. Mr. Lehrer noted that
this would be the first update in 20 years and the first approved plan took 6 years to produce.
Mr. Lehrer emphasized the importance of community engagement, and the challenges of the
Pandemic to do so, and recommended that the Committee review the updated Regional Policy
Plan, which was fairly different from its previous format and lacking in important elements. Mr.
Lehrer and the Chair would work collaboratively on data review for the HPP mini update.
4
