4 <br /> Finance Committee <br /> Minutes <br /> October 1, 2020 <br /> Request for Reserve Fund Transfer from Town Manama <br /> Town Manager Rodney C. Collins respectfully requested the Finance Committee approve a <br /> Reserve Fund Transfer to the Department of Natural Resources to fund the purchase of a 25' <br /> boat that has been taken out of service unexpectedly for safety reasons. <br /> The boat is required for essential services and is a critical need to continue shellfish adaptive <br /> management practices associated to the wastewater component of the Watershed Nitrogen <br /> Management program. At this time, two vessels are inactive due to safety requirements, <br /> including hazardous wiring issues and substantial defects. The replacement of this boat is <br /> mission critical for the Department of Natural Resources. <br /> The request for funding was presented to the Capital Improvement Program(CIP) Committee. <br /> Three quotes were received and it was the unanimous recommendation of the CIP to approve the <br /> $42,764 expenditure. Typically the process would go before the CIP and presented to the voters <br /> in the Town Meeting process for capital needs. <br /> It is too late to place an article on the October 19, 2020 Town Meeting warrant, and the <br /> replacement cannot be deferred to May. With the dire need to replace the two vessels used <br /> frequently by the DNR, the Harbormaster, and Shellfish Constables a replacement program is <br /> being considered for the safe operation of all vessels. Two boats at minimum are necessary for <br /> safety, to protect the environment and to continue the shellfish aquaculture program. Included in <br /> the fleet is a pump-out boat acquired through grant funding and a vessel for the Fire Department. <br /> Donovan McElligat the newly appointed Shellfish Constable was in attendance in the absence of <br /> the DNR Director Ashley Fisher to support this request. <br /> Finance Committee member Mike Richardson, liaison to the Capital Improvement Program <br /> (CIP) recommended approval indicating the boat is necessary for essential services. Currently, <br /> there is $100,000 in this account. <br /> Motion made by Mr. Miller to approve the Reserve Fund Transfer to the DNR, Account; <br /> 01172200-5832 for the purchase of a 25' boat in the amount of$42,764. <br /> Motion seconded by Mr. Richardson. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Pettengill,yes Mr. McKelvey,yes Mrs. Furbush,yes <br /> Mr. Richardson,yes Mr. Miller,yes Mr. Brady,yes <br /> Mr. Carrier,yes Opposed, none <br /> Gregory McKelvey presiding in the absence of the Chair executed the documents submitted in <br /> triplicate form to expedite the process. <br />
