8 <br /> Finance Committee <br /> Minutes <br /> October 1, 2020 <br /> Discussion of Finance Committee Report going forward: <br /> Discussion followed with regards to the Finance Committee in moving forward to the May Town <br /> Meeting. Based on the recommendations of Finance Committee member John Miller, the <br /> Finance Committee Blue Book now accurately represents the Finance Committee Report to the <br /> Voters on the Articles of the Warrant. All members were in agreement with the amendments <br /> made to the cover of the report. <br /> Regarding the inclusion of the recommendation and possibly re-wording the language of the <br /> explanations of the articles that are often redundant it was disclosed in accordance with the <br /> mandates of the Town Charter, the Finance Committee is charged with preparing a written report <br /> to the voters to include any reasoning for each article. This includes findings, conclusions and <br /> recommendations. <br /> The Finance Committee also reserves the right to include the Capital Improvement Program's <br /> (CIP) 5-year plan into the layout of the Finance Committee Report. <br /> Discussion followed regarding the makeup of the Blue Book. Some warrants are noted to be <br /> sizable and it is perceived the report would grow enormously and become quite costly. A goal of <br /> the Finance Committee is to communicate effectively, and to present a clear and concise <br /> definition of the articles contained in the warrant for ease of review, and not to delineate the pros <br /> and the cons of an article. <br /> It was agreed the Finance Committee does well in presenting the articles that are well vetted. <br /> Many citizens are comfortable in the manner to which the Finance Committee has been <br /> presenting recommendations associated to the warrant articles. When there is a clear difference <br /> of opinion, it was determined there may be an added explanation to portray the point of view. <br /> COMMUNICATION & CORRESPONDENCE <br /> The Finance Committee updated the contact information for the 2020-2021 Roster. <br /> It was noted Ed Larkin, the Deputy Town Moderator is currently updating the actual terms of all <br /> Finance Committee members. <br /> Finance Committee member John Miller has drafted a process for Appointments to the Finance <br /> Committee. The document has been forwarded to the Town Moderator and Deputy Moderator <br /> for review. The ultimate decision regarding Finance Committee appointments is determined by <br /> the Town Moderator in accordance with the mandates of the Town Charter. <br />
