3 <br /> Board of Selectmen <br /> Minutes <br /> October 5, 2020 <br /> APPOINTMENTS & HEARINGS <br /> DPW Director Catherine Laurent: <br /> Update on Department of Natural Resources Building: (continued) <br /> A new Natural Resources building will enable the consolidation of all operations into a single facility to <br /> meet the critical needs of the department. It was noted the building configuration was paired down due to <br /> cost constraints and input into the design was provided by the DNR and Shellfish Departments. <br /> The DNR currently utilizes space at the Mashpee Police Station, and rents space for operations. The new <br /> facility would resolve the space constraints bringing forth effective management for this department. <br /> Schematics of the design are located in the Office of the Town Manager and would be disseminated to the <br /> Board of Selectmen for additional review. <br /> The Board of Selectmen in reviewing the proposal recommended the two structures be consolidated to <br /> utilize more of the asphalt surface at the site location. A basement was also considered to provide additional <br /> square footage to the building and functionally offer added storage space. <br /> The project was presented to the Board for informational purposes. No action was required by the Board of <br /> Selectmen at this time. <br /> Discussion of Route 130/Great Neck Road North Intersection: <br /> Catherine Laurent, Director of Public Works recommended the Board advance to the preliminary design <br /> phase for the replacement of the traffic signal at the Route 130/Great Neck Road intersection with a <br /> roundabout for safety and to alleviate traffic congestion. <br /> Ms. Laurent indicated there have been a lot of traffic issues in this area. Although there may be challenges <br /> with the abutting properties to the north, the initial analysis conducted by the Cape Cod Commission has <br /> demonstrated some traffic improvement with the roundabout configuration. The home and businesses on <br /> the north side of the intersection may require easements and combined access to improve accessibility. <br /> It was agreed that traffic is problematic during the summer months. It was suggested the abutters and <br /> commercial property owners be consulted regarding this proposal. It was also noted that large commercial <br /> trucks and public safety vehicles traverse this area and it may be difficult for navigation and safety response. <br /> There may be challenges for pedestrians and bicyclists. A second study advancing to preliminary design <br /> would further identify the feasibility and concerns to be addressed. <br /> Motion made by Selectman Sherman to move forward with a preliminary design study regarding the <br /> replacement of the traffic signal at the Route 130/Great Neck Road North intersection with a <br /> roundabout. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br />
