13 <br /> Report of the Barnstable County <br /> Health Department for 1968 <br /> Barnstable County Commissioners <br /> Gentlemen: <br /> I am pleased to submit this report of the Barnstable <br /> County Health Department for the year 1968. <br /> Public Law 89-749, the Comprehensive Health Planning <br /> and Public Health Service Act of 1966, more commonly known <br /> as the "Partnership for Health Act of 1966" has stimulated <br /> action in Massachusetts. <br /> The United States Congress declared "that fulfillment of <br /> our national purpose depends on promoting and assuring the <br /> highest level of health attainable for every person, in an en- <br /> vironment which contributes positively to healthful individual <br /> and family living. Federal financial assistance must be di- <br /> rected to support the marshalling of all health resources— <br /> National, State, and Local—to assure comprehensive health <br /> services of high quality for every person." <br /> A State Comprehensive Health Planning Program for <br /> Massachusetts was established within the Executive Office for <br /> Administration and Finance on June 23, 1967 and began func- <br /> tioning with the appointment of a Director on April 28, 1968. <br /> The Director of this department had the privilege of being <br /> appointed to the Governor's Council on Comprehensive Health <br /> and looks forward to serving on this important council. <br /> For this planning Barnstable County is in Region 7 and <br /> in the "Barnstable" area which is composed of Barnstable, <br /> Dukes and Nantucket Counties, and the Town of Wareham. <br /> This department's personnel have always devoted a great <br /> proportion of their time in helping to establish health needs, <br /> helping to initiate programs when needed, coordinating serv- <br /> ices, and serving as advisors and consultants in their special- <br /> ty. The staff continues to take an active part in many com- <br /> munity health activities and in their professional organi- <br /> zations. <br />
