15 <br /> Report of the <br /> Barnstable County Health Department <br /> Barnstable County Commissioners <br /> Gentlemen: <br /> I am pleased to submit this annual report of the Barn- <br /> stable County Health Department for the year 1970. <br /> The Massachusetts Department of Public Health has re- <br /> introduced two bills for action in the 1971 legislative session. <br /> House Bill 207; "An act requiring local official health agen- <br /> cies to ensure basic health services to all persons within their <br /> jurisdiction and promoting the formation of areawide local <br /> official health agencies." House Bill 208; "An act relating to <br /> the reimbursement of local official health agencies for basic <br /> health services." These are essentially the same as last year. <br /> The major focus is defining and establishing basic health <br /> services and ensurance of the availability and accessibility of <br /> these services to all persons. We recommend a study of these <br /> two bills which are important to all boards of health and <br /> the citizens of The Commonwealth. <br /> The continued population growth of Barnstable County <br /> continues to increase the need and demand for all health <br /> services. The professional staff work load has been carefully <br /> evaluated and we shall make recommendations for employ- <br /> ing more assistant staff workers, particularly, in the field of <br /> environmental health. <br /> Dental Health <br /> Dental Health Education continued to be the program <br /> emphasis with consultation to school and community pro- <br /> grams. Direct services such as topical fluoride and screening <br /> Programs were limited to pre-school children and head start <br /> programs. The County Health Department continued partici- <br /> pation in the dental research project with the Barnstable <br /> School System, Forsyth Dental Center and Massachusetts De- <br /> partment of Public Health to study the fluoride content of <br /> children's teeth in a non-fluoride area. <br /> i <br />
