13 <br /> Report of the Board of Selectmen <br /> New legislation, changes in governmental procedures at <br /> both the municipal and state levels, and mushrooming growth <br /> have necessitated many innovations in the administration <br /> of town affairs. <br /> This year saw the change in our fiscal year to coincide <br /> with that of the state and federal. Consideration was given <br /> to the re-structuring of our form of municipal government. <br /> New by-laws were enacted to further control our rapidly ex- <br /> panding development. <br /> I <br /> In the area of administrative change, the annual town <br /> meeting date is changed from March to May. A newly formed <br /> Government Study Committee submitted a slate of proposals <br /> resulting in the decision to see if the Town will vote to have <br /> a full time Park and Recreation Superintendent; full time <br /> Board of Health Agent; a Superintendent of Streets; and a <br /> Tree. Warden, all appointed by the Board of Selectmen, and <br /> to take the place of those officials now elected by Town vote. <br /> The offices of Executive Secretary to the Board of Selectmen; <br /> changes in the Board of Assessors and the methods of elect- <br /> ing the Finance Committee were deferred for further study. <br /> Zoning by-laws have been amended to circumvent dens- <br /> ity and preserve open spaces; and an amendment permit- <br /> ting self-contained permanent retirement communities was <br /> adopted. <br /> Seconset Island Road has been completed; DeGrasse <br /> Road resurfaced; and Great Neck Road laid out. The Police <br /> Department procured a new breathalyzer. A capital outlay <br /> reserve fund was created for equipment replacement in the <br /> Fire Department and two full-time men added. Contracts <br /> have been awarded for achitectural and engineering work on <br /> a new Fire, Police, and Highway complex, to be built on town <br /> owned land on Old Barnstable Road. <br /> In other matters, $20,000.00 was added to the Stabiliza- <br /> tion Fund. A water system was established on the ball field, <br /> which has been officially named "The Douglas Pocknet Mem- <br />
