REPORT OF THE TOWN COUNSEL, <br /> Town Counsel with other Town officials met with officials from HUD in <br /> connection with obtaining a grant and the mechanics of handling the grant <br /> obtained for the Council on Aging. <br /> Town Counsel examined, and in some cases, assisted in the preparation <br /> of Articles for the Warrant for the Annual and Special Town Meetings and atten- <br /> ded all Town Meetings. <br /> Town Counsel, as a matter of practice, examines every Land Court Peti- <br /> tion involving land within the Town so as to endeavor to protect the Town's <br /> rights and frequently files an answer on behalf of the Town if an answer seems <br /> to be required. <br /> The conveyance of the land authorized by the Town to the Indian Tribal <br /> Council was handled by Town Counsel. <br /> Town Counsel met with the Personnel Board and Special Counsel on the <br /> final draft of the bargaining agreement with the Firefighters Association. <br /> Town Counsel furnished written and oral opinions on questions or issues <br /> authorized by the Selectmen. <br /> Town Counsel is a member of the State Town Counsel Association, but <br /> because the meetings with the Selectmen generally conflicted with.the Asso- <br /> ciation's meetings, your Town Counsel was able to attend only one meeting <br /> of the Association. <br /> Town Counsel attended the weekly Selectmen's meeting and meets with <br /> the Assessors, Planning Board, and the Board of Health on call. <br /> Because of the rapid growth of the Town and the complexity of the law <br /> affecting municipalities in a variety of fields, the requests for services of <br /> the Town Counsel continues to increase. In addition to informal opinions <br /> rendered at meetings, Town Counsel is asked to render opinions or furnish <br /> information by various town boards, officials, employees, taxpayers and <br /> members of the public on the average of five times a week. <br /> I wish to express my thanks to the Selectmen, department heads, and all <br /> town personnel for their cooperation and assistance. <br /> Respectfully submitted, <br /> Richard O.
