% titsyTown of Mashpee
y y. 16 Great Aeck PvOad,A/brlh
hlashpee,Massachusetts 02649
Mashpee Conservation Commission Minutes
Thursday, February 13, 2020
Mashpee Town Hall
16 Great Neck Road North
Ockway Meeting Room
Present: Thomas O'Neill, Dale McKay, Brad Sweet, Chad Smith, Charles Dalton
Chairman Brad Sweet called the meeting to order: 6:00 p.m.
PRE/POST-HEARING AGENDA:
• Minutes: November 14, 2019, January 9, 2020 Minutes (tabled until next meeting)
Motion: Mr. McKay moved to approve the 11/14/19 minutes, Mr. Smith seconded.
Vote: 5-0 unanimous
• Discussion: 9 Tuspaquin Road seasonal dock (Homeowner: Mario Recupero)
Agent recapped what was previously approved by The Commission. Mario Recupero explained the
rationale for the dock extension. The 48ft length is not an issue at the beginning of the summer, the
water is deep enough for the fixed propeller on the bottom of his boat. By the end of the summer, the
water is drastically lower, and leaves his engine rubbing at the bottom of the pond. The 12ft extension
will give him an extra foot of depth. 6ft extension wouldn't do anything. As far as navigation, there
should be no issues for the neighbors. The abutter's main concern was moving the dock over.
The Agent said one thing to be aware of is since this was previously approved pending what you
provided tonight, you have to take this to Chapter 91 so that they can amend your Chapter 91 license,
and then you have to provide proof of that application to Chapter 91 and a copy of the amended
license once you get it. That all needs to be done before you put in the extension. Chapter 91 will
deal with the navigation issues and the abutters will have to be notified.
HEARINGS:
6:00 Stephen A. & Pamela J. Vandrimlen, 238 Pimlico Pond Road. Proposed rearrangement of RDA
footprint of existing seasonal dock.
Stephen and Pamela Vandrimlen (homeowners) explained that they are reapplying for a
Chapter 91 license. They have notified the abutters, and are keeping the same footprint, just
reconfiguring the dock. Agent commented that this is not a new dock and they have an interim
Chapter 91 license. The platform was permitted long ago, we thought the shifting of this
configuration would be easy to accommodate with an RDA.
Motion: Mr. Smith moved for a negative determination, Mr. Dalton seconded.
Vote: 5-0 unanimous
6:03 Cynthia J. Jones, 28 Great River Road. Proposed repair of an existing licensed dock. RDA
Mark Burtis from Southcape Docks presented plans. He noted they are removing 16 piles and
replacing 10, reducing the number of piles by 6. Plans include new pilings, split caps, diagonal
bracing, and bolting. No length or width increase. Agent asked if any changes in decking, Mr.
Burtis said no. Agent commented this is pretty straightforward, no other comments.
Motion: Mr. Smith moved for a negative determination, Mr. McKay seconded.
Vote: 5-0 unanimous
6:06 Mercantile Property Management Corporation (Applicant), 358 Shore Drive West. NO[
Proposed vegetation management activities with tree and non-invasive invasive plant removal
