Project involves stabilization of an eroding <br /> coastal bank using a soft solution approach (all bio-degradable materials) Agent said he <br /> discussed this project with Mr. Costa, and overall it's a very beneficial project that will serve to <br /> protect the eroding coastal bank. There is one pine tree that will be cut at the trunk, but leave <br /> the root system in place. This project meets the performance standards, he recommends a <br /> close and issue. <br /> Motion: Mr. Smith moved to close and issue, Mr. McKay seconded. <br /> Vote: 4-0 unanimous <br /> 6:09 The Stopped Bus LLC, 161 Old Barnstable Road. Proposed Amendment of OOC 43-2997 AOOC <br /> to relocate deck, bulkhead and house footprint. Matthew Costa from Cape & Islands <br /> Engineering presented plans. Agent said the site has already been developed. The wetland <br /> replication work really looks great. These are minor scope changes to the approved footprint of <br /> the house, he recommends approval of the amended order. Board of Health has approved. <br /> Motion: Mr. Smith moved to approve, Mr. McKay seconded. <br /> Vote: 4-0 unanimous <br /> 6:12 Jonathan Bernstein, 16 Popponesset Island Road. Proposed demolition/reconstruction of NOI <br /> single-family dwelling, septic system upgrade with landscaping and hardscaping modifications <br /> and mitigation plantings. The applicant requested a continuance. <br /> Motion: Mr. Smith moved to continue to 5/28120 at 6:18pm, Mr. McKay seconded. <br /> Vote: 4-0 unanimous <br /> 6:15 James R. Sperzel, 14 Bowsprit Point. Proposed demolition/reconstruction of single-family NOI <br /> dwelling, landscaping and hardscaping modifications and mitigation plantings. Thomas Bunker <br /> from BSS Design presented plans. Agent said he's been on site, and that there will be more <br /> work done on the coastal bank in the future, which is a separate issue. He recommends a close <br /> and issue. Mr. McKay asked if we're not going to issue until we have that landscaping plan? <br /> Agent said if that's what the Commission wants, make that part of the motion. Mr. McKay said <br /> he feels it's best to have it all together before we issue. Mr. Sweet asked how long before we <br /> could move forward. Agent said he can't give an exact timeline. Mr. Sweet doesn't want to <br /> make it difficult for the homeowner to proceed with the demolition of the house. Mr. McKay said <br /> he doesn't think it would be a long delay. Mr. Sweet said it seems like there's a lot that can be <br /> done with demolition and rebuild, while they work out the landscape and edge of the creek. Mr. <br /> Smith agrees with Mr. Sweet. Agent said by the time all is said and done, they should be able <br /> to have a plan in place. Mr. McKay asked if that's the case, why are we worried about delaying? <br /> Agent said he's just saying he doesn't think it's a concern. Mr. McKay said he doesn't see how <br /> it can be both ways. Agent said he can draft the OOC before they draft the plans so they know <br /> to expect. Mr. Sweet said it seems to him it's almost a separate plan. Mr. McKay asked if Mr. <br /> Smith thinks there should be a second NOI, Mr. Smith replied there should at least be a second <br /> phase. Mr. McKay said he thinks we should follow the guidelines. Mr. Sweet said he's sees it <br /> as a holistic situation. Agent said he understands where Mr. McKay is coming from. He <br /> suggests to request a continuance or submit it as an amended order. Mr. McKay said he likes <br />
