Capital Improvement Program Committee Minutes January 20, 2021 *APPROVED* 1-29-2021 APPOINTMENTS& HEARINGS(con't) Natural Resources (con't) The Director showed the members the proposed multi-mission Harbormaster boat as well as the proposal to buy a shellfish boat similar to the one just purchased. Ms. Fisher also requested replacement of the DNR vehicles. Mr. Richardson asked if other Towns have a multi-mission boat like the one proposed and Ms. Fisher said yes they do. Mr. Gasior asked if these boats are used year round to which the Director responded yes. Mr. Collins stated that the new fleet will be required to have a strict maintenance schedule to insure that the Town's investment will be protected. Ms. Fisher added that the program will consist of maintenance being performed in strict adherence to the manufacturer's specifications. Ms. Fisher continued with her presentation on the DNR fleet of vehicles and said that some of the current vehicles are not well suited to the needs of the Department and that the Harbormaster's truck needs to be replaced due to mechanical issues and they need a larger truck such as an F-350 in order to tow boats and transport equipment, etc. Mr. Gottlieb asked if the DNR could be on a replacement schedule for their vehicles similar to the Police Department, and can the purchase be spread out over the years. Mr. Collins said that there are many options, including repurposing vehicles from other Departments and continuing a long time practice in doing so. Mr. Collins said that he needs to evaluate the entire Town's fleet and will do a needs assessment and report back to the Committee. Members stressed that a regular maintenance program and replacement schedule is imperative to support of this plan. Mr. Collins also stated that when vehicles, boats and equipment are declared surplus to the Town that the items can be auctioned off, sometimes just for the parts from these items. The Committee had no more questions for Ms. Fisher.
