To that end, a sub-committee
'•:. was convened of members of the Board of Selectmen, the Town Manager's Office and representatives of
the Departments of Planning,Assessing,Treasurer-Tax Collecting and the Finance Committee to identify
properties which the town should consider selling at auction. The sub-committee has identified 20
properties totaling 43.5 acres with a total assessed value of$6.7 million as parcels to be considered
for sale. While it is not expected that all 20 parcels will immediately sell, revenues of$2,000,000 are
anticipated, which will be available to supplement the FY '12 budget, and which could immediately
" generate some $20,000 in added tax revenues a year and as much as $100,000 when each parcel is
developed.
` Town Meeting approval is requested to authorize the Board of Selectmen to sell certain parcels of town-
owned land to generate additional cash for municipal purposes and to set the terms and conditions,
j including the minimum sale price, for each parcel
THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL_ OF ARTICLE
10. The three parcels are: 9 Park Place, 6 Park Place Way, and 10 Tri-Town Circle. In
addition, approval is requested to place deed restrictions on five additional(undersized)parcels as
"aggregate lands"which would thus permit the construction of 3 bedroom homes on the 3 parcels. The procedure for
accomplishing this is a two step process, each step of which requires the approval by the voters at Town
Meeting. Step 1 involves the authorization for the town to prepare the legal description of the streets to
be accepted and sets a"not to exceed"amount to complete the task. Step 2 involves the approval of the
actual, projected costs to bring the street(s)under consideration to municipal road and drainage
construction standards and includes the authorization to bill the affected property owners as "betterment
assessments". As a result, all the costs associated with both processes are borne by the residents of
the named streets, and there is no immediate impact on municipal expenditures. Once a street is
accepted as a town street, any future repairs or resurfacing, as well as,the maintenance of storm water
drainage systems become the responsibility of the town's Department of Public Works.
