§174-52., Prohibitions. <br /> A. Moving or flashing signs. In order to avoid, in the opinion of the ,coning <br /> enforcement officer, a distraction or hazard to any vehicle operator or <br /> pedestrian upon any way, no sign or display, any part of which is designed <br /> intentionally to move, and no sign illuminated by or including any flashing <br /> or oscillating light shall be permitted. Strings, banners, pennants or so- <br /> called whirligigs and the like shall be included in this prohibition, which <br /> shall also apply to window signs, as defined herein. A sign which is <br /> designed, for structural reasons, to align itself with the direction of the <br /> wind shall not be considered a roving sign. <br /> B. Overhanging signs. No signs shall be permitted which overhang public <br /> ways, however, this provision shall not apply to street-name signs nor to <br /> signs or devices erected by the town, county or commonwealth for the <br /> direction and control of traffic, nor shall this provision apply to signs <br /> permitted under Subsection D. <br /> C. Signs on trees, etc. Except for signs warning of danger or prohibiting <br /> trespass or the like, no sign shall be printed on or affixed to any tree, <br /> fence, utility pole, rock or ledge nor painted or posted on any wall without <br /> an inter-nediary removable surface. <br /> D. Private signs on town property. Unless a permit for such a sign is <br /> authorized by the Board of Selectmen, no such signs are permitted. No <br /> such authorization shall be given until after a duly advertised public <br /> hearing. Except for setback from property lines, any such signs shall. <br /> conform in all respects to all other provisions of this Article. .All permits <br /> issued hereunder shall be subject to the provisions of§174-56. Permits for <br /> such signs may be revolved at any time by the Board of Selectmen. <br /> E. Portable signs, including portable signs attached to a permanent post or <br /> installed on any portable vehicle, except temporary real estate or <br /> contractor signs listed under subsections 1 74-54.D., L. and F, are not <br /> permitted. <br /> F. Signs and billboards advertising, products not sold, or services not <br /> available, on the property are prohibited. <br /> O. Illuminated signs. No sign or advertising device, including window signs, <br /> shall be internally lit or of neon, neon-type, fiber optic, LC D or <br /> illuminated tube type. Signs may only be externally lit or of awall- <br /> mounted back-lit design. Lighting of any sign or advertising device shall <br /> be contiguous (riot intermittent nor flashing nor changing). In all zoning <br /> districts, for safety reasons, any private outdoor lighting fixture, exclusive <br /> of streetlights, whether temporary or permanent, shall be so placed or <br /> hooded so that no light beams shall be directed at any point beyond the lot <br /> 20 <br />
