Library Statutory Spending Minimum. <br /> When the May Town Meeting approved the increase in the hours of the children's librarian from <br /> a part-time to a full-time position, <br /> funds were approved for the increased salary and benefits,but <br /> no funds were included to fund the additional amount necessary to maintain the 16% of <br /> operating expenses for the purchase of books as required by the MA Board of Library <br /> Commissioners for a municipality to qualify for state library assistance. Approval is requested to <br /> appropriate $5,516 to maintain the proper funding level. <br /> While the Finance Committee would prefer to have had this appropriation initially be a part of <br /> the FY 07 budget Article, or in the alternative, be included as a part of the FY 08 Library budget, <br /> it seems prudent to maintain the proper funding levels now so as not to jeopardize current or <br /> future state Library funding. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> I ARTICLE 7. <br /> I <br /> Article 8. Water Access Repairs <br /> " This Article submitted by the Department of Public Works seeks approval for the appropriation <br /> and transfer of$15,000 from the Waterways Improvement Account to correct unsafe conditions <br /> along the Riverside Road access way to Hamblin Pond. Approval of this Article will not affect <br /> the property tax rate. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 8. <br /> Articles 9 and 10. Transfer of AFCEE monies to Conservation Lands Account. <br /> Both of these articles which were submitted by the Conservation Commission request voter <br /> approval to transfer existing, dedicated funds controlled by the Conservation Commission. The <br /> dedicated fund-the AFCEE Cranberry Reimbursement Account, has been receiving annual <br /> reimbursements from the Federal Government for the loss of income from the sale of cranberries <br /> grown in the town-owned Quashnet bogs due to MMR contamination. <br /> Article 9 requests the transfer of$352,652 to the Conservation Lands Maintenance Improvement <br /> i Account which than can than be utilized to fund future improvements to, or acquisition of, <br /> additional conservation land. <br /> Article 10 requests the transfer of$10,000 from the AFCEE fund account to the Bog <br /> Maintenance & Improvement Account for the continued over-sight of repairs and maintenance to <br /> the area in and around the Quashnet bogs.
