Submitted by the Police Department <br /> Explanation-, This 16-hour per week position will provide for an enhanced level of coverage to the residents <br /> of the Town of Mashp,ee. This position will enable the Police Department to provide services to the community <br /> seven days each week. This enhanced delivery of service will have an immediate and positive impact on quality <br /> of life issues, such as the reduction of cruelty to animals, better control of nuisance animals, removal of <br /> deceased animals, and enhanced response for injured pets and wildlife. All of these missions are important to <br /> the citizens of the Town. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Kenneth Marsters. <br /> Motion: I move the Town vote to create a part-time Assistant Animal, Control, Officer position under the <br /> Personnel.Administration Plan. Grade 8, within the Mashpee Police Department, and further, the Town vote to <br /> raise and appropriate $11,859 with said funds to be distributed as follows-. $11,016 to the Animal Control. <br /> Salary/Wage Account, and$843 to the Medicare Account. <br /> Motion passes at 9:14 p.m. <br /> Article 14 <br /> To see if the Town will vote to create two full-time Lieutenant positions under the Massachusetts Laborer's <br /> District Council Contract, Unit A, for the Police Department and further to raise and appropriate$34,758 to the <br /> Police Salary/Wage Account, or take any other action relating thereto. <br /> Submitted by the Police Department <br /> Explanation-, These two important positions are required for the Police Department's proposed <br /> reorganization. Additionally, this reorganization will provide added value to the citizens of the Town of <br /> Mashpee through better utilization of valuable resources, both personnel and equipment, by the Police <br /> Department. The financial impact of these two positions on the Town is minimal because the Selectmen will <br /> appoint two incumbent employees without replacement. The position of Police Lieutenant will serve as <br /> Divisional Commander in the Administration Division and the Operations Division. One of the duties of the <br /> Lieutenant that is commanding the Administration Division is,to replace the presently vacant civilian position of <br /> Administrative Assistant to the Chief of Police. The two Lieutenant positions will allow the Police Department <br /> to provide command level officers available for public contact and inquiry 16 hours per day. This enhanced <br /> coverage will provide for greater accountability and continuity of command in the absence of the Chief of <br /> Police and Deputy Chief of Police. These positions also provide an avenue of career progression within the <br /> Police Department. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion to made by George Green. <br /> Motion: I move the Town vote to create two full-time Lieutenant positions under the Massachusetts Laborer's <br /> District Council Contract, Unit A, for the Police Department, and further, the Town vote to raise and <br /> appropriate $34,758 to the Police Salary/Wage Account. <br /> Motion passes at 9:15 pm. <br /> Article 15 <br /> 21 <br />
