Cape Cod Regional Technical High School <br /> Submitted b Office of the Town Treasurer <br /> This appropriation is an assessment by the Cape Cod Regional Technical High School for the <br /> Mashpee students who attend that facility. This year's appropriation is $813,628, an increase of P1I <br /> '~ $318,886 from last year. The reason for this 70% increase is a result of 16 additional Mashpee <br /> students attending the technical high school as of the cut-off date of October 2008. Sixty-one <br /> students are projected for the FY 10 school year versus 45 in the FY 09 year. i <br /> While there is no question about the need, the value, and the benefits of the technical school to <br /> Mashpee and the Cape Cod communities, the Finance Committee was extremely upset by the <br /> increase and invited the Cape Tech Superintendent and Business Manager to a meeting to "' y <br /> explain how each town's assessment is determined. The bottom line is that the assessment is <br /> formula driven based on a town's student enrollment at Cape Tech, as well as a town's total <br /> student enrollment. <br /> t'rr <br /> There are 12 towns sending students to Cape Tech. Each town's assessment is subject to Town <br /> Meeting approval. Eight affirmative Town Meeting votes are needed for acceptance of the Cape <br /> Tech budget and individual town assessments. Unfortunately, Mashpee and Yarmouth are the <br /> only towns whose assessments are increasing, and therefore, it would seem that the Cape Tech <br /> budget and the resultant assessment will be binding on Mashpee. <br /> 'k <br /> THE FINANCE COMMITTEE APPROVES ARTICLE 4. Vote: 6—0. <br /> ARTICLE 5. Road Improvement Proiects <br /> Submitted by: Department of Public Works <br /> Chapter 90 is the State legislation through which funds are appropriated to municipalities for <br /> local road improvement projects. After final project approval by the State DOT, construction <br /> costs are reimbursed to the town at 100%; however, the town must initially authorize the funds to <br /> pay for the construction improvements. The reimbursements are made by the State after the work <br /> has been completed. This article seeks approval to appropriate $460,000 for road improvements <br /> projects under the state Chapter 90 program. <br /> Approval of this appropriation will not increase the FY 10 budget or the 2009 tax rate. <br /> s THE FINANCE COMMITTEE APPROVES OF ARTICLE 5.
