i
i
vi
9
15 . Special TOwn Meetin August 4/71
pia
Article 13. To see what sure of honey -the Town will vote to
raise and appropriate for the use of the Council on Aging. recommend-
ation.® $350.00. J
Motion was made and seconded Article 13 be accepted as recammenddd, and
it was so voted.
Article 14. To see if the Town will vote to raise and appropriate
or take from available funds the sum of $2400.00 to supplement the
Lifeguards and Attendants ' Salaries account. This amount to be
used to pay time and one-half for overtime per State law, which
was not figured in the 1971 budget. Submitted by Park & Recreation.
Garland® Again we find ourselves in the position of some insecurity
with regard to this department ' s appropriations, needs , and ependi®
tunes . The Town appropriated over 14,000 dollars for guards . . . .and
on duly 1 W/6.00 was left in the account. We raised the question
as to ;whether it would have been possible at this time to have
this balance left in the account . Are we required by law to pay
time and a half? Also, there is a state law which says we can
set up sign posts covering 300 feet and if anyone wishes to go
beyond this they do so at their own risk: ® and hours of supervision
say from 10 to 4 could be sufficient. Better ;Manning could be
the answer. That will be up to you.
Maim® According to State law a work week consists of 40 hours and
all over that is overtime . 8 hours a day 7 days a week, is over
40 hours. Whether or -hot you vote to raise and appropriate proper
sums to cover this next year is something else . That is for the
future - and doesn' t affect the decision you have to make now.
Poor planning or not ® the people have to be paid. Tay suggestion
is rather than have to vote to pay overtime if you do not wish it is
to have more guards and -p)ay the minimum salary. This away you won ' t
run into the overtime problem again.
Garland: 1 appreciate your impassioned ;ilea, but we don' t have to
M
appropriate the money and 1 know if we don' t you and others could be
