Motion made by Joe Lyons to approve the GHD contract for Phase 1 Final Design <br /> as submitted by Anastasia Rudenko and previously reviewed. Motion seconded <br /> by Ken Dunn. <br /> Discussion by Tom Fudala —there was a contract change, as the six pumping stations had <br /> exact street addresses listed and it was felt that this was too specific. It did not allow the <br /> flexibility to put them where they might be needed. Anastasia Rudenko asked if there were <br /> any questions — there were none. Tom Fudala noted that the contract would need to go to <br /> Town Counsel for review along with signatures by GHD, himself and Town Manager Collins. <br /> Motion was approved unanimously. <br /> 2. Review and approval of Project Evaluation Form (PEF) which is the first step in FY22 SRF <br /> Construction Loan application process. (PEF work was funded by the Town Manager from <br /> FY20 Legal and Engineering budget.) <br /> Tom Fudala stated that this PEF is for SRF funds that become available in October 2021. <br /> Tom Fudala then asked about the dates needed for the Town Meeting vote and loan <br /> application timing. Anastasia Rudenko stated that June 2021 is the deadline for the Town <br /> Meeting Warrant article before the loan application and October 20, 2021 is the deadline for <br /> the submittal of the final design package. Selectman Gottlieb added that the place on the <br /> list is contingent on two things —Town Meeting authorization prior to June for the year <br /> listed, and the Town's design specs by October 15. Both performance deadlines are <br /> required to keep your place in line. The loan application comes way down the road. Tom <br /> Fudala stated that we will rely on the Selectmen to get articles on the on the Town Meeting <br /> Warrant. They will need a 2/3 Town Meeting vote and a Proposition 21/2 override ballot <br /> question at the May elections, since the amount is about $51,200,000. Mr. Gottlieb stated <br /> that the Selectmen's' intention is to get the article on the Warrant, but it would be best if <br /> the Sewer Commission sponsor it for February submission. He understands that the <br /> intention of the majority of the Selectmen is to get it on the warrant this spring. Anastasia <br /> Rudenko mentioned that the application's purpose is to get on the State's Intended Usage <br /> Plan for FY22 and demonstrate how the project works with our approved Watershed <br /> Nitrogen Management Plan and meets certain public health and other criteria. A checklist <br /> was provided with number ratings on the application along with appendices. <br /> Tom Fudala: Selectman Gottlieb provided good comments on the application to emphasize <br /> that this Phase 1 is critical for the rest of the Plan to move forward. Will this get us a higher <br /> ranking? Andrew Gottlieb estimated that the ranking of 134 / 139 will get Mashpee well <br /> into the funding range based on historical valuations and stated that this ought to get <br /> funded. <br /> Motion made by Joe Lyons to vote to approve the Project Evaluation Form as <br /> provided by GHD. Seconded by Ken Dunn. Tom Fudala asked if this required <br /> Town Counsel approval for the Form (no). Andrew Gottlieb asked who was <br /> submitting the PEF — need a motion to allow GHD to submit the PEF for the town. <br /> Motion was made by Joe Lyons to amend the original motion to allow GHD to <br /> submit the form. Ken Dunn seconded the motion and it was approved <br /> unanimously. <br />
