Explanation: The purpose of this bylaw is to explicitly prohibit contaminants from being released and/or <br /> entering the Town's stormwater system and ultimately into the Town's surface and groundwaters. <br /> Adoption of this bylaw is a requirement of the Town's General Storm Water Permit issued by the <br /> Environmental Protection Agency through the National Pollutant Discharge Elimination System. <br /> The Board of Selectmen recommends approval of Article 4 by a vote of 4-0 <br /> The Finance Committee recommends approval of Article 4 by a vote of 5-0 <br /> MOTION MADE BY SELECTMAN SHERMAN: <br /> I move the Town vote to approve Article 4 as printed in the warrant with the exception of the <br /> phrase, "or take any other action relating thereto." <br /> Motion made and passes to dispense with reading of Article 4 at 7:15 pm <br /> Motion passes unanimously at 7:16 pm <br /> Article 5 <br /> To see if the Town will vote to amend the Mashpee General Bylaws as follows, or take any other action <br /> relating thereto: <br /> Chapter 126 <br /> Article II Polystyrene Products Ban <br /> §126-9.Purpose and Intent <br /> The use and disposal of polystyrene has significant impacts on our Town and our environment, including <br /> but not limited to: <br /> 1. Harm to marine and terrestrial animals through ingestion and entanglement. <br /> 2. Unsightly pollution and degradation of the terrestrial and aquatic environment, requiring costly <br /> cleanup efforts. <br /> 3. Disposal costs of difficult to recycle plastics for solid waste collection and recycling facilities. <br /> With the goal of protecting the health of its citizens and the unique natural beauty and irreplaceable <br /> natural resources of the Town of Mashpee, and given that inexpensive, safe alternatives to <br /> polystyrene are easily obtained, the Town will phase out the use of certain polystyrene plastics by <br /> July 1, 2021. <br /> §126-10. Definitions <br /> "Polystyrene Disposable Food Services Containers and Cutlery"shall mean single-use disposable products <br /> for serving or transporting food or beverages, including without limitation take-out foods and/or leftovers <br /> from partially consumed meals prepared by a restaurant and/or retail food containers, straws, cup lids, and <br /> 10 <br />
