Town of Mashpee Special 'Town Meeting May 6, 1996 .Meeting called to order by Jeremy Carter, Moderator Quorum for Special 100 Voters Present 43 Barnstable, ss Greetings To the Constables of the Town, n the name of the Commonwealth of Massachusetts, you are hereby directed to notify and summon the inhabitants of the Tows of Mash pee who are qualified to vote in the elections to meet at the Mashpee diddle School on Monday, the 6th day of May, 1996at :30 p.m. for the following purposes: To ,act on the articles contained in the following Warrant. Article 1 To see if the Town. will vote to appropriate or transfer from revenue available for appropriation, 29,000.00 to the Police Department Salary/wage Account, or take any other action relating thereto. Submitted by the police Department Explanation: Again, the police salary and wage account is in a deficit this fiscal year (FY 96) due to extraordinary and partially unforeseen labor/payroll costs. Specifically, the unforeseen and extraordinary payroll expenditures resulted from police officers court attendance at the Barnstable District Court. The additional court time is the result of a high volume of court case dispositions in the Barnstable District Court so as to transition new court case scheduling at the Falmouth District Court where the Town of Mashpee"s new district court venue has been. moved. In addition, the predictable shortages of officers for the patrol section work schedule along with the reliance on overtime for many regular police/law enforcement operations/duties have caused extraordinary expenditures to an account that has a five-year under funding history. Recommendation: The Finance Committee recommends approval. Motion made by George Costa: Motion: I move the Town vote to appropriate and transfer from revenue available for appropriation, $29,000.00 to the Police Department Salary/Wage Account.
