levels, the exigency of on-going permitting, enforcement and general public assistance
precludes this Department from adequately meeting important needs that protect
Mashpee's natural resources. We need the extra staff-hours for a full-time Assistant
Conservation Agent. Additionally, a full-time position (with benefits) will allow us to
keep a qualified professional in the position. The half-time position has seen four different
people as Assistant Conservation Agent. Such lack of continuity has also diminished our
ability to carry out mandated duties.
Recommendation: The Finance Committee recommends approval.
Motion made by Selectman Marsters.
Motion: I move the Town vote to reclassify the position of Assistant Conservation Agent
as a full-time position and for said purpose the Town vote to appropriate and transfer
from the Conservation Lands and Maintenance Account $10,793 and $4,000 from the
Conservation Reserved Receipts Account to the Conservation Salary/Wage Account, and
further the Town vote to raise and appropriate $9885, with said funds to be distributed as
follows: $4,095 to the Conservation Salary/Wage Account, $5,481 to the Medical
Insurance Account, $274 to the Medicare Account and $35 to the Group Insurance
Account.
Motion passes at 9:14 p.m.
ARTICLE 14
To see if the Town will vote to raise and appropriate, or transfer from available funds
$80,000 to the Mashpee Waterways Dredging Account, funds to be expended under the
direction of the Board of Selectmen, or take any other action relating thereto.
Submitted by the Waterways Commission
Explanation: This article seeks funding to perform maintenance dredging of the
Popponesset Bay and Waquoit Bay channels, when and as required, and to dredge 15,000
cubic yards from the Mashpee River. Permits already exist for the Popponesset Bay and
Waquoit Bay dredging, and the cost ranges from $4.14 to $6.52 per cubic yard depending
on the length of pipe required. Permits for dredging the Mashpee River are in the process
of being obtained, and costs of dredging are not yet known. The cost of dredging will
depend on the method approved for disposing of dredged material. The range of costs is
from an estimated $10 per cubic yard to $30 per cubic yard. We are seeking the lowest
cost approach consistent with environmental considerations.
Recommendation: The Finance Committee recommends approval.
Motion made by Selectman Frye.
Motion: I move Article 14 be indefinitely postponed.
Motion passes to indefinitely postpone at 9:17 p.m.
