Motion made by Selectman Caffyn. Motion: I move the Town vote to petition the General Court for special legislation to reclassify the Animal Control officer as a Group 4 member of the Barnstable County Retirement system. Motion passes at 9:22 p.m. ARTICLE 18 To see if the Town will vote to raise and appropriate, borrow or transfer from available funds $120,000 or any other sum for the cost of architectural and engineering services for plans and specifications for the expansion and renovation of the Mashpee Public Library and for expenses incidental and related thereto, and further, to raise this appropriation, to authorize the Town Treasurer, with the approval of the Selectmen, to borrow at one time or from time to time said funds under and pursuant to the provisions of Chapter 44, Section 7 of the General Laws, or any other enabling authority, and further to approve a planning project to determine feasibility and design for an expansion to the Mashpee Public Library and to authorize the Library Board of Trustees, with the approval of the Selectmen, to apply for, accept and expend any state or federal grants, gifts or other outside funding to be applied toward this purpose, or take any other action relating thereto. Submitted by the Capital Improvement Committee Explanation: The Town has long since outgrown the existing library as a result of Mashpee's enormous population growth during the last decade; growth which has included a new elementary school, expansion of the middle school and a new high school. The library was built for a collection of 25,000 items. The building is at 135% capacity and demand for its services has increased each year. Circulation of library materials has increased 186% from the time the building was opened. If the library is to keep pace with the information needs of the community now and into the next century, an addition to the building is imperative. Recommendation: The Finance Committee recommends approval. Motion made by Selectman Marsters. Motion: I move that the Town vote to appropriate the sum of$120,000 for the cost of architectural and engineering services for plans and specifications for the expansion and renovation of the Mashpee Public Library and for expenses incidental and related thereto, and that to raise this appropriation, the Town Treasurer, with the approval of the Selectmen, is hereby authorized to borrow said amount at one time or from time to time under and pursuant to the provisions of Chapter 44, Section 7 of the General Laws, or any other enabling authority, and to issue bonds or notes of the Town therefor, and further that the Town hereby approve a planning project to determine feasibility and design for an expansion to the Mashpee Public Library and to authorize the Library Board of
