Motion made by Selectman Caffyn. <br /> Motion: I move the Town vote to petition the General Court for special legislation to <br /> reclassify the Animal Control officer as a Group 4 member of the Barnstable County <br /> Retirement system. <br /> Motion passes at 9:22 p.m. <br /> ARTICLE 18 <br /> To see if the Town will vote to raise and appropriate, borrow or transfer from available <br /> funds $120,000 or any other sum for the cost of architectural and engineering services for <br /> plans and specifications for the expansion and renovation of the Mashpee Public Library <br /> and for expenses incidental and related thereto, and further, to raise this appropriation, to <br /> authorize the Town Treasurer, with the approval of the Selectmen, to borrow at one time <br /> or from time to time said funds under and pursuant to the provisions of Chapter 44, <br /> Section 7 of the General Laws, or any other enabling authority, and further to approve a <br /> planning project to determine feasibility and design for an expansion to the Mashpee <br /> Public Library and to authorize the Library Board of Trustees, with the approval of the <br /> Selectmen, to apply for, accept and expend any state or federal grants, gifts or other <br /> outside funding to be applied toward this purpose, or take any other action relating <br /> thereto. <br /> Submitted by the Capital Improvement Committee <br /> Explanation: The Town has long since outgrown the existing library as a result of <br /> Mashpee's enormous population growth during the last decade; growth which has included <br /> a new elementary school, expansion of the middle school and a new high school. The <br /> library was built for a collection of 25,000 items. The building is at 135% capacity and <br /> demand for its services has increased each year. Circulation of library materials has <br /> increased 186% from the time the building was opened. If the library is to keep pace with <br /> the information needs of the community now and into the next century, an addition to the <br /> building is imperative. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Selectman Marsters. <br /> Motion: I move that the Town vote to appropriate the sum of$120,000 for the cost of <br /> architectural and engineering services for plans and specifications for the expansion and <br /> renovation of the Mashpee Public Library and for expenses incidental and related thereto, <br /> and that to raise this appropriation, the Town Treasurer, with the approval of the <br /> Selectmen, is hereby authorized to borrow said amount at one time or from time to time <br /> under and pursuant to the provisions of Chapter 44, Section 7 of the General Laws, or any <br /> other enabling authority, and to issue bonds or notes of the Town therefor, and further <br /> that the Town hereby approve a planning project to determine feasibility and design for an <br /> expansion to the Mashpee Public Library and to authorize the Library Board of <br />
