Article 9
To see if the Town will vote to raise and appropriate or transfer from Revenue Available for
Appropriation a sum of money to the Police Expense Account, or take any other action relating
thereto.
Submitted by the Police Department
Explanation: The Police Expense Account is in a deficit as a result of unforeseen and
extraordinary increases in necessary operating expenses including communication expenses,
gasoline, and public utilities.
Recommendation: The Finance Committee recommends approval.
Motion: I move the Town vote to appropriate and transfer $17,000 from Revenue Available for
Appropriation to the Police Expense Account.
Motion to transfer passes unanimously at 8:01 p.m.
Article 10
To see if the Town will vote to raise and appropriate or transfer from available funds the sum of
$6,446.76 to fund three police officer positions, with said funds to be apportioned as follows:
$4,946.76 to the Police Salary/Wage Account, and $1,500.00 to the Police Expense Account, or
take any other action related thereto.
Submitted by the Police Department
Explanation: The police department has three previously created police officer positions that
have never been filled. For two of the positions, the Town in November 1994, received a federal
grant award for 75% of the base salary. This article requests a 25% match for the remainder of
base salary starting May 15, 1995 through (the remainder of FY-95) June 30, 1995. Also, the
police department is requesting additional monies to fund a third police officer position that was
funded in Fiscal Year 1995, but the appropriation was expended on overtime costs due to
unforseen personnel shortages that occurred during the fiscal year (1995) as a result of officers on
injury and administrative leaves. The request for additional monies for the police expense account
is for the purchase of uniforms and equipment for the new officers.
If the Town votes to fund the three police officer positions, it will ease significantly personnel
shortages that necessitate scheduling officers to work overtime which is more costly.
Recommendation: The Finance Committee recommends approval.
Motion: I move the Town vote to appropriate and transfer from the Snow & Ice Account
$6,446.76 with funds to be distributed as follows: $4,946.76 to the Police Salary/Wage Account,
and $1,500.00 to the Police Expense Account.
6
