Motion: I move the Town vote to accept Article 8 as printed in the warrant except for the
phrase, "or take any other action relating thereto."
Motion passes at 7:31 p.m.
Article 9
To see if the Town will vote to raise and appropriate or transfer from available funds the sum of
$8,841 to create a 19 hour Circulation Assistant position, Grade 3, Step 1, of the Personnel
Administration Plan with said funds to be distributed as follows: $8,211 to the Library Salary and
Wage Account, $630 to the Medicare Account, or take any other action relating thereto.
Submitted by the Board of Library Trustees
Explanation: The Library has not added a new position since 1988. Since that time, circulation
and usage of the Library has increased from 34,976 circulation transactions per year to 72,151
transactions in FY94; an increase of 106%. In the current year, FY95, circulation transactions
will surpass 80,000 items. The Library has delayed asking for additional staffing over the last
several years because of the difficult funding situation facing the Town, even though the
increasing volume of circulation would have justified the request. The Library cannot continue to
provide the same level of services without additional staffing. Adding an additional position will
help the Library to continue to provide library and information services to its patrons while coping
with an average growth rate of 14%per year.
Recommendation: The Finance Committee does not recommend approval.
Motion made by Selectman Caffyn.
Motion: I move the Town vote to create a 19 hour Circulation Assistant position, Grade 3, Step
1, of the Personnel Administration Plan and further to raise and appropriate $8,841 to be
distributed as follows: $8,211 to the Library Salary/Wage Account, $630 to the Medicare
Account.
Motion passes at 7:45 p.m.
Article 10
To see if the Town will vote to raise and appropriate or transfer from available funds the sum of
$30,758.64 to the DPW Salary/Wage Account to fund one Heavy Equipment Operator position
to be expended as follows: $25,044 to the DPW Salary/Wage Account, $5,276.64 to the Health
Insurance Account, $404 to the Medicare Account, and $34 Group Insurance Account, or take
any other action relating thereto.
Submitted by the DPW Director
6
