entitled "Nutrient Management of the Popponesset Bay System: Phase I, Quantitative Assessment <br /> of the Nitrogen Loading Tolerances of Component Sub-Embayments" to be undertaken by the <br /> University of Massachusetts Center for Marine Science and Technology, and that to raise such <br /> appropriation, the Town Treasurer, with the approval of the Board of Selectmen, be authorized to <br /> borrow $75,000 in accordance with Chapter 44, Section 7 of the General Laws, or any other <br /> enabling authority, from the Massachusetts Department of Environmental Protection Revolving <br /> Fund Loan Program for Water Pollution Abatement Projects or from any other source, and to <br /> issue bonds or notes of the Town therefor; and further that $400 be appropriated or transferred <br /> from available funds to the Issuance of Debt Account; and further that the Board of Selectmen be <br /> authorized to apply for and accept loan funding under said Revolving Fund Loan Program or <br /> grant funding from any other source toward the financing of said study, and to enter into <br /> contracts and agreements with any entities or persons and execute any and all instruments as may <br /> be necessary on behalf of the Town in connection with said study or funding, or take any other <br /> action relating thereto. <br /> Submitted by Board of Selectmen <br /> Explanation: This article would provide the second phase of funding for a detailed study of <br /> nitrogen loading tolerances of each of the sub-embayments of Popponesset Bay (i.e. lower <br /> Mashpee River, Shoestring Bay, Ockway Bay and Popponesset Bay proper), to determine the <br /> amount of nitrogen that each can handle while remaining healthy, as a basis for developing a plan <br /> for dealing with nitrogen loading sources within the watershed of each sub-embayment. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Curtis Frye. <br /> Motion: I move the Town vote to appropriate and transfer from Revenue Available for <br /> Appropriation $75,000 for the purpose of funding a study of nitrogen loading in the Popponesset <br /> Bay system entitled "Nutrient Management of the Popponesset Bay System: Phase I, Quantitative <br /> Assessment of the Nitrogen Loading Tolerances of Component Sub-Embayments" to be <br /> undertaken by the University of Massachusetts Center for Marine Science and Technology. <br /> Motion passes unanimously at 7:51pm. <br /> Article 8 <br /> To see if the Town will vote to raise and appropriate or transfer from available funds $25,000 to <br /> the Board of Health Solid Waste Account, or take any other action relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: As of July 1, 1998 the Town was required to stop landfilling bulky items such as <br /> mattresses, old furniture (items which could not be sent to SEMASS).
