Mashpee Planning Board <br /> Minutes of Meeting <br /> January 20,2021 at 6:00 p.m. <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> 16 Great Neck Road North-Mashpee <br /> Approved on 02/17/2021 <br /> Virtual/Remote Meeting-Call in (508) 539-1400 x8585 <br /> Broadcast Live on Local Channel 18 & Streaming at www.mashpeema.gov/channel-18 <br /> Present: Vice Chair Joe Callahan, John Fulone, Mary Waygan, Dennis Balzarini, Robert (Rob) <br /> Hansen(Alt.) <br /> Also Present: Evan Lehrer-Town Planner <br /> Absent: Chairman John(Jack) Phelan <br /> CALL TO ORDER <br /> Vice Chairman Joe Callahan opened the meeting at 6:00 p.m. and welcomed Planning Board <br /> members to the meeting. Due to the COVID-19 Public Health Emergency, and the suspension of <br /> certain provisions of the Open Meeting Law by order of Governor Baker, and Town of Mashpee <br /> regulations,the meeting was being held virtually. The Chair announced that it was being live <br /> streamed on Channel 18 and could also be viewed at www.maslipeema_gov/channel18. <br /> Although public comment was not expected, viewers wishing to comment could call (508) 539- <br /> 1400, extension 8585. The Pledge of Allegiance was recited. <br /> WORKSHOP—COMMUNITY ENGAGEMENT ACTION PLAN/COMPREHENSIVE <br /> PLAN UPDATE VISIONING EXERCISE <br /> Vice Chair Callahan invited Mr. Lehrer to provide a recap from the previous meeting. Mr. <br /> Lehrer said that he felt that the meeting from two weeks ago was very productive with respect to <br /> the Community Engagement Plan. He had provided the Board with a rough draft outlining his <br /> thoughts for the composition of a Community Engagement Plan for an update to the Vision <br /> Statement with the last one being adopted in 1998. He indicated that numerous comments were <br /> received from the Board. There was general consensus to proceed with procuring a consultant to <br /> conduct the Visioning and Community Engagement Action Plan in preparation for the update to <br /> the Local Comprehensive Plan. He had hoped to come to this meeting with a more robust <br /> document to review as to the scope of work to be conducted. Ms. Waygan provided documents <br /> that the Town of Yarmouth has prepared for their Visioning work in their town. Mr. Lehrer <br /> stated that he felt that a lot of thought and organization that went into their Action Plan. Mr. <br /> Lehrer said he plans to produce a Gantt Chart that will organize the tasks of the Action Plan and <br /> will provide timelines to track progress. He should have this by the next Planning Board <br /> Meeting. He then wanted to discuss the scope of work to be included in the RFP process for <br /> consultant services. He commented that he believes the difference between where the Town of <br /> Mashpee is at and where the Town of Yarmouth was when issuing their RFP was one of <br /> budgetary concern. He stated that it appears that the Town of Yarmouth perhaps separated their <br /> Visioning work from the entire Comprehensive Plan project due to the fact that they had not <br /> authorized enough of funding to complete the whole process. Mr. Lehrer wondered if the Board <br /> 1 <br />
