Pare
Special Town Meeting Mashpee Jan. 31s 1973
Article 4 atd. t
Upon request of the moderator Vilvl.iam Marsters, Ch n of the Pl.arrin
Board arose to present article 4, a long and involved article as
seen above.
Marsters: 1 would like to state that 1 know some of you are wondering
why the article in question is important enough to call a special
Town meeting for its consideration. 1t w s called because we Feel
that even the existing densities are to heavy, They could be very
harmful® We wish to hold the line here and to decrease the densities
of future developments. The Town is developing at such a rapid rate
that we feel that now is the time to do it® There is no time to
wait for a regular Town meeting. We want to accomplish this now he-
fore caber requests come yap and have to be heard and. considered and
it t aket time coven after ratification by Town meeting for the bylaws
t be approved b .tt rne7 Sereralls offi.cep and so forth. There were
no standards or controls for these things in the nld bylaws. There
will, be new standards built into the new bylp ws. Under the ol.,d. by-
laws density was considered according t bedrooms. One bedroom-
Mowed. more than 14 units per ;acre;_ two bedrooms 7 snits plus and
so forth. The new b7l pws called for multi family units combine
with residential five Mtn per were providing none exceed twn bed-
rooms . We hpve had several public hearings and this is the result. . ,
three and a half units per Pcre which 17 considerRbly lower than
the foruteen we had.. before ,aJhich was too mvcb. !l: n ,;7thira?;i,t°n o
multi and single dwelling, mill teed to (Ore) reduce, e 7l tiea
(two) discourage apartment bulldersw (three) discrurnLe very large
developers ; ( four) Give us a chnnce to grow normally.
Also it eplis for ,P. minimum of twenty Pares for ul,t - ars?iN dwel-
Aings where as currently only ter acres in required for cluster
coning. A minimum of twenty Scares eliminates small apartment dev-
elonment and provides for better qual_inty single family dwellings.
Swimming poops and such amenities are nvaj!Rble to both "lti and
s'.nFle family dwellings .
One or two minor amendments were later called for and accepted.
Tyr. Lehmann asked for an, e plsnnti,nn of cluster goning and this
w given byMr. Mnrsters.
The moderator then stated that instead of reeding the long and, in-
volved particle word by word he would simply call out the paragraphs
by number and if pryone had a question rel.atirE to that paragr ph
he would stun and it could be discussed. f
1
i
I
l
