8 <br /> Board of Selectmen-Finance Committee <br /> Minutes <br /> February 8, 2021 <br /> Wastewater Discussions: <br /> To ensure the cost effectiveness and efficiency of operations the Select Board continued discussions on the <br /> Town's Comprehensive Wastewater Nitrogen Management Plan(CWNMP)meeting with the Finance <br /> Committee to continue collective efforts on the Town's behalf. At the last meeting,the Select Board met with <br /> the Sewer Commission to review matters pertaining to Phase I of the Water Resource Recovery Facility; pump <br /> stations, collection system schedule and design. Last week the Town Manager held an operational meeting with <br /> select Town Officials. <br /> A Town Meeting article is planned for the borrowing authorization to fund the project and complete the design <br /> for both the Wastewater Treatment Facility (WWTF) and Sewer Collection System for Phase I. A Ballot <br /> Question is required to allow exemption from the provisions of Proposition 2 1/2,the amounts to pay for the <br /> bond issuance. <br /> Of foremost importance is communicating a clear and transparent message to the public on this project. <br /> Within the onset of discussion,the importance of a smooth and transparent process was highly prioritized. <br /> Financial options and scenarios would be disclosed when estimates are received in March. <br /> It is essential the Town adequately address the overall process. Service area residents within the collection <br /> system layout have been notified by mail. It was agreed the streets and addresses should be made available. <br /> The Board of Health is compiling information as to the age and type of septic system within each property that <br /> would be serviced by the sewer and of requirements to tie into different types of systems. New systems will be <br /> required to tie into the collection system. Older septic systems will be required to be removed. <br /> GHD,the project engineer is reviewing the number of homes that may require a lift to provide connection from <br /> the sewer to the street. The numbers and estimates should be received in March. Typically,the individual <br /> homeowner assumes the cost of connection from the sewer to the street. It was agreed connection costs would <br /> be the responsibility of the homeowner. There will be recommendations forthcoming on the use and benefit of <br /> the Community Septic Management Program administered by Barnstable County which offers long term re- <br /> payment loans. Additional options may be secured to reduce costs, this would include but not be limited to <br /> financing options similar to the financing of a mortgage. It was noted the Sewer Commission voted not to <br /> access betterments. <br /> Discussion followed with respect to the grinder pumps estimated to cost$4,000 per unit. This is the grinder <br /> mechanism within the lift station. This process elevates the septic coming from the house to the sewer. Certain <br /> households will require the grinder pumps to lift and grind from a smaller house line. For uniformity and <br /> consistency, it was agreed the Town of Mashpee would include the grinder pumps as a component within <br /> overall costs to not burden the individual homeowner. The connection is anticipated to lie within the street <br /> layout in the Town's right of way. <br />
