4 Board of Selectmen Minutes February 1, 2021 Discussion of Wastewater Plan/Discussion of Possible May 2021 Town Meeting Article(s): (con't) Of the six pump station sites, one is proposed in the area of Asher's Path. Due to its proximity to sensitive areas and given the sentiment of the residents to retain the vegetation buffer, it is the agreement of the Sewer Commission to re-site this particular pump station closer to the Transfer Station. It is also the consensus of the Select Board to honor its commitment to the residents and re-site the pump facility to minimize the external impact and disruption to this neighborhood. It is the agreement of the Select Board and Sewer Commission to design and construct the pump stations as standardized shed type buildings to remain appealing within their site locations. One area is under consideration for the placement of a small pump building on unrestricted conservation land off of Mashpee Neck Road. With conceptual renderings, the proposal is expected to be reviewed by the Conservation Commission at a future meeting. It was agreed a ruling would be obtained from Town Counsel regarding Article 97;the Home Rule Petition to ensure there is no requirement for legislative approval. With regards to the Town Meeting Articles associated to the Wastewater initiative it was unanimously agreed the articles would be co-sponsored by the Board of Selectmen and Sewer Commission. To adhere to the mandates as discussed with respect to the CWSRF loan program; the following tickler was developed; • May 2021 Town Meeting Articles -Borrowing Authorization&Flow Neutral Bylaw • Ballot Question for Debt Exclusion • Updated Finance Plan for Wastewater • Opinion from Town Counsel re: Article 97 Timeline; Prior to June 20, 2021 —Funding must be approved through a vote of Town Meeting. A Ballot Question is required to maintain eligibility for CWSRF funding. It was agreed the respective Select Board and Sewer Commission would share communication regarding the above noted matters. The Select Board is scheduled to conduct final review of the May 2021 Special and Annual Town Meeting warrants at their meeting of March 22, 2021. Under the current State of Emergency due to the pandemic, discretion is given to municipalities regarding the re-scheduling of town meetings and elections under the same applicable rules. It was determined the Select Board would further discuss options on how to manage the upcoming Town Meeting. Town Manager Rodney C. Collins was directed to develop contingency plans for the Board's review. Motion made by Ms. Malone to adjourn the Sewer Commission Meeting at 7:25 p.m. Motion seconded by Mr. Dunn. VOTE: Unanimous. 5-0.
