Board of Selectmen <br /> Minutes <br /> November 2, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Public Hearing: (Continued from August 24, 2020): <br /> Adoption of a Local Licensing Regulation per G.L. c 138 §23 and Board of Selectmen Policy#068 Alcoholic <br /> Beverages Licenses (Section III—Package Store All Alcohol) Banning the Sale of Alcohol Nips (50 mil) (50 <br /> milliliter (ml) container) and Further Banning the Sale of Alcohol Nips in Containers of up to 100 ml in size, <br /> as a Condition of any New Renewed and/or Transferred License for Establishments Licensed Pursuant to G.L. <br /> c 138 §15 Based on Considerations of Public Health, Welfare and Safety: (continued) <br /> Motion made by Selectman Gottlieb to adopt the Ban on the Sale of Alcohol Nips (50 mil) (50 milliliter <br /> (ml) container), and further Ban the Sale of Alcohol Nips in Containers of up to 100 mil in size, as a <br /> Condition of any New, Renewed and/or Transferred License for Establishments Licensed pursuant to <br /> G.L. c. 138, §15 based on Considerations of Public Health, Welfare and Safety. The Ban is applicable <br /> with the License Renewals for 2021,with an effective date of July 1,2021. If there is no serious issue of <br /> good faith to develop a solution, the ban will take effect. In the event a solution is developed there is <br /> time for the Board of Selectmen to re-consider an amendment to the license condition. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Motion carries. 4-1. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara, no Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, (1) <br /> The above referenced motion is a condition of the License Renewal. The Ban will take effect July 1, 2021 <br /> unless otherwise decided by the Board of Selectmen. <br /> Eversource Presentation on Projects in the Town of Mashpee: <br /> The Board of Selectmen met with Ronit Goldstein and Terri Feuersang, representatives of Eversource to <br /> review the 2020 Underground Duct System Improvement project in the Town of Mashpee. <br /> The Town is expected to receive updates in areas to support 4,000 customers. The sites include Mashpee along <br /> Route 130 to Sandwich, and in New Seabury,the Popponesset Peninsula, the Greensward Road and South area <br /> as well as Cross Road and Garden Street. Most of the work involves cable and conduit. <br /> It was noted the projects have been presented in detail to the Assistant Town Manager and DPW Director. The <br /> project also involves easements with private landowners. Work will be fully vetted with the Director of the <br /> Department of Public Works. <br /> A Public Hearing sponsored by the Board of Selectmen is scheduled to be held on November 16, 2020. With <br /> proper permitting it is anticipated the project would begin at the end of this year. There will be public outreach <br /> with a point of contact for specific needs. Signage will announce the work along the roadways. There will be <br /> no overnight displacement. In the private road areas some of which are not occupied to date, project needs <br /> with be reviewed with the developer who retains control of the private areas. <br /> There is no health implications related to this project. The exact level of voltage will be verified and disclosed <br /> to the Town Administrator/Board of Selectmen. <br />
