3 <br /> Finance Committee <br /> Minutes <br /> March 18, 2021 <br /> APPOINTMENTS & HEARINGS <br /> Public Hearing—FY2022 Operating Budget: <br /> The Operating Budget recommendation of$63,686,389 represents a 1.6% increase from last <br /> fiscal year. The Operating Budget includes the Cape Cod Assessment and Debt; $1,418,459 <br /> reflective of a 9.4% decrease. The budget is comprised of the following categories; <br /> • General Government $7,268,709 <br /> • Public Safety $11,076,050 <br /> • Education $24,717,894 <br /> • Debt Service $2,580,310 <br /> • Benefits $11,789,350 <br /> The Town of Mashpee was noted to be maintaining its AAA Bond Rating with Standard& <br /> Poor's with new growth estimated at 3%. <br /> Town Manager Rodney C. Collins indicated for all practical purposes,the Operating Budget as <br /> submitted supports mission critical needs and the collective bargaining agreements authorized by <br /> a vote of Town Meeting. The budget as outlined is responsible and sustainable. Many <br /> departments are level funded in FY2022 and a few vacant positions have not been funded. <br /> However,there are no reductions in personnel. <br /> The FY 2022 Capital Improvement Program(CIP)was unanimously supported by the CIP <br /> Committee,Board of Selectmen and Finance Committee. The FY 2022 Budget in the amount of <br /> $1,806,046 is funded through the Capital Stabilization Account with an offset of$80,000 from <br /> the Mashpee Cable &Advanced Technology (MCAT) funds. <br /> Capital needs to be funded include the continuation of the Police Department vehicle lease <br /> program,vehicle and equipment purchases for the DPW,Information Technology upgrades, boat <br /> purchases for the Department of Natural Resources, various School upgrades,Fire Department <br /> vehicles and several capital projects under Planning & Construction. <br /> There have been many challenges with COVID-19 and the Town has been working diligently to <br /> ensure all facilities both Town and School are sanitized and disinfected for safety. Appreciation <br /> was given to all staff members who have prevailed during this difficult time. The Department of <br /> Public Works under the direction of Catherine Laurent and the Town Manager's Administrative <br /> Assistant Terrie Cook were cited for incorporating additional responsibilities to their daily <br /> duties. It was also noted the Town of Mashpee has been awarded$1,250,218 in municipal <br /> CARES Act funding. <br />
