13 <br /> Finance Committee <br /> Minutes <br /> March 4, 2021 <br /> Article <br /> To see if the Town will vote to appropriate and transfer from the FY 2022 Community <br /> Preservation Fund Estimated Revenues the sum of $40,000 to the Community Preservation <br /> Committee Administrative and Operating Expense Account, pursuant to the provisions of M.G.L., <br /> C. 44B, §5, including any necessary costs related thereto, as recommended by the Community <br /> Preservation Committee or take any other action relating thereto. <br /> VOTE: Motion carries. 6-1. <br /> Article <br /> To see if the Town will vote to continue participation in the Community Septic Management <br /> Program and the Massachusetts Water Pollution Abatement Trust (MWPAT) for the purpose of <br /> making loans to residents of the Town for repairing and/or upgrading residential septic systems <br /> pursuant to agreements between the Board of Health and residential property owners, including <br /> all costs incidental and related thereto, or to take any other action relating thereto. <br /> VOTE: Unanimous. 7-0. <br /> Is this program of use to the homeowner as an offset to the wastewater program for connection <br /> and/or permissible to offset funds required for the removal of an existing septic system? <br /> The use of the loan program as referenced above is permissible for wastewater connection use <br /> and also for the abandonment of a septic system. The loan is based on proposals provided by <br /> contractors who would perform the work. <br /> Article HELD <br /> To see if the Town will vote to appropriate and transfer the sum of $ from revenue <br /> available for appropriation to the Board of Health to fund the replacement of one (1) damaged <br /> groundwater monitoring well and one (1) damaged gas monitoring well located at the Asher's <br /> Path Landfill. Groundwater samples and soil gas samples cannot be collected from these wells <br /> and tested until the wells are replaced. <br /> Article <br /> To see if the Town will vote to appropriate and transfer the sum of$187,000 from the Waterways <br /> Improvement Fund to the Engineering/Permitting/Dredging and Associated Expense Account, or <br /> take any other action relating thereto. <br /> VOTE: Unanimous. 7-0. <br /> There was a request to review costs, the location of the spills and mooring fees. <br /> The costs were broken down specifically for dredging, survey and engineering work; $187,000. <br />
