19 <br /> Board of Selectmen <br /> Minutes <br /> February 22, 2021 <br /> ANNUAL TOWN MEETING WARRANT <br /> Discussion and Approval of Draft#1 May 3 2021 Special and Annual Town Meeting Warrant Articles: <br /> PETITION ARTICLES (continued) <br /> Article <br /> To see if the Town will vote to amend §174-4, Enumeration of Districts by adding Solar Energy Systems <br /> Overlay District. <br /> Explanation:This article would create and establish a Solar Energy System Overlay District as enumerated in <br /> proposed Section 174-47.7. <br /> Article <br /> To see if the Town will vote to amend §174-5, Establishment of Zoning Map by adding §174-5 (H) as follows: <br /> Explanation:This Article is intended to define by reference to the Mashpee Assessor Fiscal Year 2021 tax <br /> maps,the land within the Solar Energy Systems Overlay District that should be attached to this zoning map. <br /> It was disclosed the Select Board previously determined to not create large overlay districts, and thus declined <br /> to place an article on the October warrant for this purpose. <br /> It was agreed the petitioner would be requested to attend the next Select Board Meeting to review the intent of <br /> this project and that a map would be included in the project proposal for additional review. It was also <br /> recommended the petitioner contact the abutters regarding this project. <br /> LIAISON REPORTS <br /> Sewer Commission: It was reported the project engineers of GHD, Inc. reviewed the wastewater plan at the last <br /> Sewer Commission meeting to continue on task to achieve 75% design to obtain cost assumptions and to <br /> mitigate the impacts to the surrounding areas. The amount of disruption should be minimal with double filtering <br /> and no open-air escape. <br /> The Sewer Commission voted in support to include the grinder pumps in the overall project. Details regarding <br /> costs would be provided in mid-March. <br /> Of note,two additional components to the project are being considered. This includes contract bidding to fully <br /> install solar panels on the building which would fulfill most or all electricity needs. In addition, cost <br /> comparisons are being studied for(8)underground treatment tanks. Initial construction requires two of the <br /> eight underground tanks to be installed. There may be a savings to install all of the tanks simultaneously. This <br /> would be decided upon when cost comparisons are received in mid-March. <br /> It was requested the project engineer GHD, Inc. provide the Town will a project schedule and list of what is <br /> required to be accomplished to meet project deadlines. <br />
