12 <br /> Finance Committee <br /> Minutes <br /> February 25, 2021 <br /> Article <br /> To see if the Town will vote to continue participation in the Community Septic Management <br /> Program and the Massachusetts Water Pollution Abatement Trust (MWPAT) for the purpose of <br /> making loans to residents of the Town for repairing and/or upgrading residential septic systems <br /> pursuant to agreements between the Board of Health and residential property owners, including <br /> all costs incidental and related thereto, or to take any other action relating thereto. <br /> Motion made by Mr. Richardson to recommend the Septic Management Program and Water <br /> Pollution Abatement Trust article. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Pettengill, yes Mr. McKelvey, yes Mrs. Furbush, yes Mr. Richardson, yes <br /> Mr. Miller, yes Mr. Brady, yes Mr. Carrier, yes Opposed, none <br /> Is this program of use to the homeowner as an offset to the wastewater program for connection <br /> and/or permissible to offset funds required for the removal of an existing septic system? <br /> Article HELD <br /> To see if the Town will vote to appropriate and transfer the sum of $ from revenue <br /> available for appropriation to the Board of Health to fund the replacement of one (1) damaged <br /> groundwater monitoring well and one (1) damaged gas monitoring well located at the Asher's <br /> Path Landfill. Groundwater samples and soil gas samples cannot be collected from these wells <br /> and tested until the wells are replaced. <br /> Article <br /> To see if the Town will vote to appropriate and transfer the sum of$187,000 from the Waterways <br /> Improvement Fund to the Engineering/Permitting/Dredging and Associated Expense Account, or <br /> take any other action relating thereto. <br /> Motion made by Mrs. Furbush to recommend the Engineering/Permitting/Dredging Article. <br /> Motion seconded by Mr. Richardson. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Pettengill, yes Mr. McKelvey, yes Mrs. Furbush, yes Mr. Richardson, yes <br /> Mr. Miller, yes Mr. Brady, yes Mr. Carrier, yes Opposed, none <br /> There was a request to review costs,the location of the spills and mooring fees. <br />
