4 <br /> Finance Committee-Board of Selectmen <br /> Minutes <br /> February 8, 2021 <br /> Discussion of May 3 2021 Special and Annual Town Meetings: (continued) <br /> Appreciation was given to Finance Committee member Gregory McKelvey for recommending <br /> the Town consider facilities outside of the scope. This has resulted in a considerable savings <br /> from the $4.4 million estimate to construct a new facility. The new building with adjacent bays <br /> would function adequately for the DNR. Office space would also be used by the Shellfish <br /> Department and the Harbormaster. <br /> Wastewater Discussions: <br /> To ensure the cost effectiveness and efficiency of operations the Select Board continued <br /> discussions on the <br /> Town's Comprehensive Wastewater Nitrogen Management Plan(CWNMP)meeting with the <br /> Finance,Committee to continue collective efforts on the Town's behalf. At the last meeting,the <br /> Select Board met with the Sewer Commission to review matters pertaining to Phase I of the <br /> Water Resource Recovery Facility; pump stations, collection system schedule and design. Last <br /> week the Town Manager held an operational meeting with select Town Officials. <br /> A Town Meeting article is planned for the borrowing authorization to fund the project and <br /> complete the design for both the Wastewater Treatment Facility (WWTF) and Sewer Collection <br /> System for Phase I. A Ballot Question is required to allow exemption from the provisions of <br /> Proposition 2 '/2, the amounts to pay for the bond issuance. <br /> Of foremost importance is communicating a clear and transparent message to the public on this <br /> project. <br /> Within the onset of discussion,the importance of a smooth and transparent process was highly <br /> prioritized. Financial options and scenarios would be disclosed when estimates are received in <br /> March. <br /> It is essential the Town adequately address the overall process. Service area residents within the <br /> collection system layout have been notified by mail. It was agreed the streets and addresses <br /> should be made available. <br /> The Board of Health is compiling information as to the age and type of septic system within each <br /> property that would be serviced by the sewer and of requirements to tie into different types of <br /> systems. New systems will be required to tie into the collection system. Older septic systems <br /> will be required to be removed. <br />
