4 <br /> Finance Committee <br /> Minutes <br /> February 4, 2021 <br /> Operational Meeting on Wastewater: (continued) <br /> Town Manager Rodney C. Collins explained that it is critical to keep the public informed and <br /> engaged to maintain an inclusive audience. Therefore, it is highly recommended that a <br /> Communications Specialist for the wastewater project be secured. There has been positive <br /> feedback regarding this proposal which will appear as an agenda topic of the Select Board at <br /> their February 8, 2021 meeting. <br /> Phase I of the project scope includes the installation of(6) pump stations. There is a need to <br /> confirm the availability of the pumps from the designated list, and in terms of logistics there are <br /> questions regarding access and egress from the proposed site locations. There is also a question <br /> regarding applicability to Article 97; the Home Rule Petition to ensure there are no legislative <br /> action requirements. <br /> The Town of Mashpee by vote of Town Meeting and ballot question authorized the borrowing of <br /> $2.4 million to complete the design of Phase I for the collection system and design of the <br /> wastewater treatment plant. A contract was awarded to the GHD, Inc. the engineering firm hired <br /> for this project. In accordance with the Contractual Agreement; amendment No. 2, on page 11 it <br /> is stated GHD is responsible to make payment for the boring tests. The Town of Mashpee is in <br /> receipt of a bill submitted by GHD for boring tests associated to Phase 1. This matter of concern <br /> represents a possible breach of contract and will be further reviewed. <br /> For the success of this project, it is necessary to hold operational meetings for uniformity. <br /> Detailed oversight would include the Town Manager, Assistant Town Manager,the Financial <br /> Team,DPW Director, representation from the Select Board,Finance Committee, Sewer <br /> Commission and from Planning and Construction. This would include the contracted <br /> Wastewater Consultant and the Town Engineer, funded positions. <br /> It was recommended the Wastewater Consultant commandeer the project to maintain a <br /> continuous flow of communication and oversight. <br /> It was also suggested the costs to the individual taxpayer be fully detailed. <br /> It was agreed the Finance Commission would obtain a transcript of the operational workshop, <br /> and a fact sheet which would detail the stages and the budget projections for this project. <br />
