6 <br /> Finance Committee <br /> Minutes <br /> January 7, 2021 <br /> NEW BUSINESS <br /> Presentation from Town Manager: (continued) <br /> Turn-backs from last year amount to an estimated $2.9 million. Several factors have affected the <br /> return of funds which include a decrease in utility costs associated to the closure of Town <br /> buildings during the pandemic, many of which have not returned to full opening status. The <br /> return of Health Insurance funds also contributed to the recent accumulation of turn-backs. <br /> Monies are estimated in advance, and during the past two years there was a 0% increase in <br /> premiums. <br /> It is optimistic the new administration may provide stimulus funding to local governments. <br /> With the distribution of the 3rd quarter tax bill there is concern for those who have been <br /> unemployed during the pandemic and with those who have experienced unforeseen <br /> circumstances. The State has been granting assistance for rental housing. Is there assistance to <br /> give relief to property owners who are experiencing similar constraints? <br /> When asked of the level of vacancies Town Manager Rodney C. Collins indicated that a few <br /> vacancies have not been filled. Position vacancies are reviewed on a case by case basis. With <br /> critical need and justification several public safety positions have been filled. With <br /> reimbursement funding the Town has recently employed additional custodial support to sanitize <br /> and clean the schools. Other vacant positions will be deferred until the spring when seasonal <br /> support staff is warranted. <br /> It was disclosed M3 Ventures d/b/a Triple M Mashpee recently updated the Select Board on the <br /> Mashpee Recreational Pro-forma from the sale of marijuana products in the Town of Mashpee. <br /> It is projected the Town of Mashpee would receive $672,000 in FY21 and $1.8 million in 2026. <br /> Lastly,the matter of wastewater was briefly discussed. In the past, the Town has requested <br /> outside support. It was recommended the Town reach out to Senator Keating for possible <br /> assistance. In considering this initiative, it was noted there may be stimulus funds for projects <br /> that are construction ready. The Sewer Commission will be consulted regarding the availability <br /> of funding for wastewater. <br /> Town Manager Collins is expected to present his recommended budget for FY22 to the Select <br /> Board at their meeting of January 25, 2021. <br />
