4 <br /> Finance Committee <br /> Minutes <br /> December 3, 2020 <br /> Presentation from Town Manager: <br /> Review of FY22 Department Head Budget Request: (continued) <br /> Town Manager Rodney C. Collins was respectively in attendance with Assistant Town Manager <br /> Wayne E. Taylor to address any initial questions regarding the budget and its meetings. <br /> It was noted that Department Heads responsively provided turn-backs at the close of FY2020 <br /> without jeopardizing essential needs. It is expected that all departments would make adjustments <br /> in wages with appropriate reductions for any turnover in personnel. Expense line items are <br /> anticipated to be level funded unless there is compelling justification for exception. Modification <br /> to wages will be reflective of settlements based upon contractual obligations. <br /> In normal process,turn-backs are deposited into Free Cash or Funds Available for <br /> Appropriation. Free Cash has provided the Town with financial stability, and a Triple AAA <br /> bond rating. <br /> Discussion followed. It was recommended that a spreadsheet be prepared to compare last year's <br /> actuals to identify year over year trends and certain departmental line items where increases were <br /> significant. <br /> There was a question regarding stability as it relates to fees such as licenses, seasonal rentals, <br /> recreational events and sticker sales, etc. an important part of the operational budget. Town <br /> Manager Rodney C. Collins indicated that revenue streams are continually analyzed, and there <br /> are no troubling areas foreseen for this year. However, in FY2022 there may be difficulties to <br /> confront. State Aid remains a concern. If the State does not provide the aid that is anticipated, <br /> there would be an obvious trickle-down effect. Reduced revenues may result in an increase in <br /> the tax rate or a reduction in services. <br /> Comcast Contract Negotiation: <br /> The renewal license between the Town and Comcast to construct, operate and maintain a <br /> Cable Television System within the Town of Mashpee is due to expire on August 22, 2021. <br /> The Town is in the process of forming a negotiating committee to negotiate the terms and <br /> conditions of a new contract. The Finance Committee was requested to designate a member to <br /> serve in this capacity. <br /> Finance Committee members John Miller and Gregory McKelvey offered to serve on the <br /> negotiating team. It is permissible to have two Finance Committee representatives. <br /> It is the consent of the Finance Committee for the representation with no objection. In this <br /> particular case the Town Manager would contact the individuals directly regarding meetings. <br />
