2: Summer Staffing Update <br /> The Constable said right now it looks like we'll have all 3 positions filled. Because we're starting a little <br /> later, and the Harbormaster is a little ahead of schedule, he offered for us to use some of his seasonals <br /> until our staff can start. <br /> 3: Improving Water Quality in Our Bays/River <br /> (Coordinating a meeting of stakeholders) <br /> Mr. Thomas commented that although the sewer project is starting, it's going to be many years before <br /> we start to see results. What can we do right now? Chris Avis from Natural Resources, said they've had <br /> this discussion in the past, they came up with "dilution is the solution", meaning get deeper water by <br /> dredging. They tried to figure out how to dispose of the spoils. Now we know they can be mitigated in <br /> a way they aren't toxic. The biggest hurdle is financial. To dredge Mashpee River all at once could be <br /> expensive, maybe it's better to start at the mouth and work our way up. He agrees we should bring a <br /> meeting together and have these conversations. The river is not in good shape now and it's refreshing <br /> to see how much the town is supporting the sewer system, we might have some traction and be able <br /> to get funding. Ken Bates is a huge resource we have, he headed up that project at the time. He can <br /> provide all the information. The place to start is with Waterways. Mr. Thomas said it's about shellfish <br /> cleaning up the waterways, we want to be part of a roundtable to fix it. Let's set up a meeting so that <br /> we can be prepared to talk to the Board of Selectmen. The Constable said he's fully behind this <br /> meeting. He asked what the catalyst was to start thinking about dredging all those years ago. Chris Avis <br /> said it was part of Rick York's propagation plan, to come up for a better flow for oysters to grow. Mr. <br /> Cook commented that we could look into using the spoils to build marsh. Mr. Marques asked if we <br /> need to increase the mouth to get more flow. Mr. Thomas said perhaps a straight flow in and out by <br /> the spit rather than an "S" shape. Chris Avis said we may be able to dredge the 1916 channel. He <br /> thinks we get plenty of flow coming in, it just doesn't get directed to the bay. The Constable said that's <br /> a good point,the flow is good, it's the flushing that isn't ideal. We're not getting a full flush in one tidal <br /> cycle. Mr. Thomas said the Tribe needs to be part of the discussion as well. He will keep everyone <br /> posted and try to get a list of stakeholders together for a meeting. <br /> NEW BUSINESS <br /> 1. Shellfish Constable Report <br /> Staffing issues are close to being resolved. Alternate plans have been discussed in the event that we don't have a <br /> full staff. Plan A is to grow a bunch of seed, Plan B is to grow infrastructure. <br /> Areas that we are responsible for other than propagation are: <br /> -Develop better relationships with aquaculturists in town. We need to get some compliance issues under control. <br /> -Infrastructure. Growing every year requires infrastructure. We may purchase less seed and reinvest some of that <br /> propagation money into things like gear, markers, buoys, chains, moorings, etc....we want the Shellfish Division as <br /> a whole to be a model program, not just a large amount of seed. <br /> -We need to overhaul the pumping system upwellers. The idea would be 2 this year, 2 next year. <br /> Right now we're getting ready for the summer;clean FLUPSIES,get pumps up and running,etc... Basically we want <br /> all our ducks to be in a row before the busy season starts. <br /> ADDITIONAL TOPICS <br /> (This space is reserved for topics that the Chairman did not reasonably anticipate would be discussed) <br /> Mr. Holmes asked how non-residents can get licensed.The Constable said they can print a form from the Town's <br /> website and send it in. <br />
