5 Finance Committee Minutes March 25,2021 Address Town Warrant articles on which the committee has not yet voted or drafted its explanation: Article 8: To establish Flow Neutral Regulations Motion made by Mr. Miller to recommend Article 8 as presented. Motion seconded by Mrs. Furbush. VOTE: Motion carries. 5-1. Roll Call Vote: Mr. Pettengill,yes Mr. McKelvey, no Mrs. Furbush, yes Mr. Miller, yes Mr. Brady, yes Mr. Carrier, yes Opposed,(1) It was determined the explanation of the Finance Committee on this article would include the wording of the explanation as follows; This article adopts a General Bylaw which sets the wastewater flow limits to any on-site sewage disposal or sewer system as those flows permitted for residential property as of July 1, 2015,the effective date of the Mashpee Comprehensive Wastewater Management Plan (CWMP). Property owners will be allowed to make modifications to their property so long as the net effect of those modifications do not exceed the established flow limit for the property. By adopting this bylaw, the Town would qualify for 0% interest financing from the State Revolving Fund. This article will have no impact on the tax rate. Discussion followed regarding the modifications to the existing parcels or changes in use in the sewer service areas. Review of charts/additional information for Finance Committee Report: With the modification of the Capital Improvement Program information,the Finance Committee motioned as follows to move forward with the visual graphics for the Finance Committee Report. Motion made by Mrs. Furbush to authorize the Chair to approve the final draft of the Finance Committee Report on the Articles of the Warrant for publication. Motion seconded by Mr. Miller.
