5 <br /> Finance Committee <br /> Minutes <br /> March 25,2021 <br /> Address Town Warrant articles on which the committee has not yet voted or drafted its <br /> explanation: <br /> Article 8: To establish Flow Neutral Regulations <br /> Motion made by Mr. Miller to recommend Article 8 as presented. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Motion carries. 5-1. <br /> Roll Call Vote: <br /> Mr. Pettengill,yes Mr. McKelvey, no Mrs. Furbush, yes Mr. Miller, yes <br /> Mr. Brady, yes Mr. Carrier, yes Opposed,(1) <br /> It was determined the explanation of the Finance Committee on this article would include the <br /> wording of the explanation as follows; This article adopts a General Bylaw which sets the <br /> wastewater flow limits to any on-site sewage disposal or sewer system as those flows permitted <br /> for residential property as of July 1, 2015,the effective date of the Mashpee Comprehensive <br /> Wastewater Management Plan (CWMP). Property owners will be allowed to make <br /> modifications to their property so long as the net effect of those modifications do not exceed the <br /> established flow limit for the property. By adopting this bylaw, the Town would qualify for 0% <br /> interest financing from the State Revolving Fund. This article will have no impact on the tax <br /> rate. <br /> Discussion followed regarding the modifications to the existing parcels or changes in use in the <br /> sewer service areas. <br /> Review of charts/additional information for Finance Committee Report: <br /> With the modification of the Capital Improvement Program information,the Finance Committee <br /> motioned as follows to move forward with the visual graphics for the Finance Committee <br /> Report. <br /> Motion made by Mrs. Furbush to authorize the Chair to approve the final draft of the <br /> Finance Committee Report on the Articles of the Warrant for publication. <br /> Motion seconded by Mr. Miller. <br /> VOTE: Unanimous. 6-0. <br /> Roll Call Vote: <br /> Mr. Pettengill, yes Mr. McKelvey,yes Mrs. Furbush, yes Mr. Miller, yes <br /> Mr. Brady, yes Mr. Carrier, yes Opposed, none <br />
